Shaliyaxi Baoletai belongs to the Kazakh ethnic minority. She was born in July 1981, and has a level-three physical disability. She started working in October 2011, and entered the Social Work junior-college programme at the Xinjiang Altay Tutorial Centre for Physically Impaired Students of the Open University of China in 2020. She is currently an officer specialising in labour security on Tuanjie South Road in the Tuanjie Street Neighbourhood, Altay City,Xinjiang.

She is a Business Management junior-college student at the Open University of China (OUC), class of 2018, and also leader of the Product R & D Technology Department of Beautiful Nonwoven Ltd., a producer of protective materials for healthcare workers, located in Foshan City. She also works as assistant director of typesetting and craftsmanship, the technical backbone of the company.
