On 5 July 2024, Wang Qiming, secretary of the Party Committee and president, along with Li Song, a member of the Party Committee and vice president of the Open University of China (OUC, also known as Seniors University of China, SUC), led a delegation to conduct research at the Shanghai Open University and participate in the Yangtze River Delta Credit Bank Seminar.

Jia Wei, president of Shanghai Open University; Zheng Yihui, vice president of Shanghai Open University; Hang Zhuhong, vice president of Jiangsu Open University; Zhang Jixian, vice president of Zhejiang Open University; Zhu Xianbin, vice president of Anhui Open University; and Chen Shu, vice president of Ningbo Open University, shared and exchanged insights on the breakthrough progress, existing challenges, and future work plans in the construction and advancement of the regional credit bank.

Wang Qiming fully affirmed the achievements of the Yangtze River Delta Credit Bank and expressed his support for its future development. He emphasised that the credit bank is a crucial institutional development for building a learning society and nation where lifelong learning is pursued by all. To ensure the long-term and stable development of the credit bank, efforts should be focused on the following aspects:

  1. Strategic Promotion: Serve major national strategic deployments and enhance the construction of the credit bank.
  2. Systematic Planning: Achieve "big picture" goals with "small starting points".
  3. Standard Guidance: Explore the establishment of a national-level learning outcomes conversion standard system.
  4. Demand Orientation: Focus on key and difficult areas in education to identify the "driving force" for credit bank construction.
  5. Application-Driven: Expand the application scenarios of the credit bank to serve lifelong learning for all.
  6. Policy Support: Improve the legal framework and operational mechanisms for the credit bank.
  7. Influence Building: Strengthen publicity to enhance the social coverage and influence of the credit bank.

Personnel in charge and relevant staff from the General Office of Party and Administration and the Credit Bank Department (Learning Outcomes Accreditation Centre) of the OUC attended the meeting.
