The Open University of China (OUC) held a work conference on the 2022 Provision of “1+7” Support for Qinghai Open University (Qinghai OU) on 17 November.

The event, which integrated an in-person meeting plus video broadcast, attracted more than 200 attendees, including Jing Degang, secretary of the Party Committee and OUC president, and the heads of seven provincial and municipal level open universities in Beijing, Tianjin, Shanghai, Jiangsu, Zhejiang, Shandong and Wuxi, the Department of Education of Qinghai Province, Qinghai OU, and seven municipal and prefectural level radio and television universities. Yang Zhiwen, vice governor of Qinghai Province, delivered a speech at the conference, which was presided over by Ju Chuanjin, member of the Party Committee and OUC vice president.

 

The meeting’s main task was to study and implement the guiding principles of the 20th National Conference of the Communist Party of China and summarise and exchange thoughts about the achievements of the programme in providing targeted support for Qinghai OU over the past year. It also aimed to plan and promote future work to contribute to high-quality development of open education in Qinghai. At the conference, the leaders of seven provincial and municipal level open universities engaging in support for Qinghai OU summarised their work and exchanged thoughts on existing problems and concepts for future work. Qinghai OU and radio and television universities from the prefectures of Haixi, Haibei, Golog, and Yushu reported the results of the assistance programme. Qinghai OU summarised the achievements of the “1+7” support programme, which has been in operation for over a year, noting that six historical achievements have been made in the development of open education in Qinghai, with the scale of on campus students, social coverage of open education, number of projects entrusted by various levels, achievements in innovation and entrepreneurship, achievements in education, teaching, and scientific research, and cross-provincial exchanges and cooperation all hitting historical highs.

 

On behalf of the OUC and the “1+7” targeting support programme leaders team, Jing Degang pointed out that it is of great significance to convene the meeting at a time when the whole party is deeply studying and implementing the guiding principles of the 20th CPC National Congress, and to carry out the important directive spirits of Xi Jinping, the general secretary of the Communist Party of China, on deepening cooperation between the East and the West and work on targeting assistance.

He summarised the achievements made by the OUC in supporting Qinghai OU over the past year, proposing that future assistance work should focus on implementing the new deployments and requirements on education work put forward at the 20th CPC National Congress. He said that common efforts should be made based on Qinghai OU’s actual needs for reform and development.

He also emphasised that efforts should be made in four areas targeted at the needs of Qinghai OU and the OUC: targeted support, urgent needs, quality improvement, and work synergy. He suggested that the seven provincial and municipal level open universities should provide differentiated support, innovate support forms, focus on key points, and strive for practical results.
