Recently, the ”Open Cloud Library” platform of the Publishing & Media Group of the Open University of China (OUC) won two industry awards.
On 2 September 2021, it was named an “Excellent Example of Development in Publishing Integration” by the China Digital Publishing Innovation Forum (CDPIF), and on 19 October 2021 selected as a “2020 Innovative Example of In-depth Integration Development of National Press and Publishing”.

The CDIPF, organised by the Publishers Association of China, is a key session of the China National Fair for Trade in Services. Held annually, the event aims to recommend outstanding examples of integrative development. This year’s CDIPF, themed “New Stage, New Concept: Reforms of Digital Publishing”, focused on research and experiences related to policy analysis and the new emphasis on sustainable development of digital publishing, its supply-chain system, and other topics. 44 projects from digital-publishing units and internet-based enterprises nationwide were shortlisted.
Certificate for “2020 Innovative Example of In-depth Integration Development of National Press and Publishing”
The event, bringing together innovative examples of in-depth and integrative development of national press and publishing in China, and organised by the China Press and Publishing Media Group, aimed to study in-depth and implement General Secretary Xi Jinping’s instructions on accelerating integrative development of media, and reflect on its processes and current situation in various areas. It also aimed to highlight related achievements by way of typical experiences and innovative cases, presenting new models, technologies and platforms as examples and leaders of integrated development. 301 such examples from the media and 181 from publishing and distribution nationwide were selected.
The Open Cloud Library, a cloud platform of the digital learning resources of the OUC Press Group, entered operations in June 2015 under support of a special fund for the development of cultural industries of the Ministry of Finance.
The platform integrates production, distribution, marketing, payments, downloads, reading, study and feedback into an organic whole, and aims to support the use of digital teaching materials and tutoring resources in the OUC mobile-learning pilot programmes. At present, it is mainly used to support digital teaching materials - textbooks for open education (including whole-media digital textbooks) and teaching materials for middle and higher vocational schools and for professional training, among others – in going online, and assisting academic publications as well as general-interest books and periodicals to be published digitally. It has 2.86 million registered users and 5,580 varieties of goods, including 1,506 kinds of digital textbook.
Recently, the Digital Publishing Division of the Group began to upgrade the Open Cloud Library to “Version 3.0” by reconstructing its technical framework so as to ensure the performance, scalability and technical continuity of the platform.
After the upgrade has been completed, the Open Cloud Library will be better able to assist the construction of the OUC’s “Four Platforms”, providing users with smoother and more accessible reading experiences, and students with better services.
