"Talent is the cornerstone of innovation, and the essence of being innovation-driven lies in being talent-driven." In addition to excelling in his own role, Zhao Ping places significant emphasis on technical heritage and the development of talent. Through mentoring and guidance, he has nurtured numerous young employees into highly skilled technicians on the aircraft production line.
This year marks the seventh year of Zhao Ping's tenure as a deputy to the National People's Congress. For six consecutive years, he has made visits to enterprises, vocational colleges, and engaged in discussions with employees from local state-owned and small to micro-enterprises about skills training. His submitted proposals have predominantly focused on "skilled workers." He consistently advocates for the development of skilled talent, the establishment of a new apprenticeship system, the promotion of a craftsmanship spirit, and the construction of a qualified workforce.
During his research visits, Zhao Ping identified significant differences between new occupations and traditional ones regarding labour relations, working methods, and forms of employment. "Comparing these two types of occupational formats, we observe that traditional roles typically involve regular employment contracts, physical services, and fixed schedules, in contrast to new occupations, which are characterised by labour dispatch, virtual environments, and flexible hours. We find that new occupations offer more flexibility and freedom, falling into a category we might describe as 'shallow employment' to a certain extent”.
At this year's National Two Sessions, Zhao Ping recommended implementing strategies to ensure the career development of young workers in emerging occupations. These measures include improving welfare protection and labour rights, enhancing the employability of young workers in new fields, and fostering their social recognition. These initiatives are designed to create a more supportive social environment for their growth and development.
