Since the outbreak of the COVID--19 epidemic, OUC Online Education and Technology, along with the Information Technology Department of the Open University of China (OUC), have provided strong support to the OUC's Hubei Branch in making use of information technology for online instruction.
4.36 million people, including employees, farmers, soldiers, disabled people, teenagers, senior students born in 1960s, people from China’s eastern coastal provinces, and people from ethnic minority areas or remote mountainous areas, make up the student body of the Open University of China (OUC).
While the prevention and control of the COVID-19 outbreak in China has been positively extended as of March 2020, the pandemic has been spreading rapidly overseas.
The year 2020 is a crucial time in securing a decisive victory in achieving the first Centenary Goal of building a moderately prosperous society. It is a significant year in the journey towards making China into a great modern socialist country. It is also the final year of the OUC Construction Plan, the OUC Comprehensive Reform Plan, and the OUC 13th Five-Year Plan for Reform and Construction, and the first year of implementing the guiding principles of the First Party Congress of the Open University of China.
On 30 March 2020, a ceremony was held at Haidian District Education Commission (HDEC) for the Open University of China (OUC) and China Education Development Foundation (CEDF) to donate epidemic prevention supplies to Haidian District Education Commission.

In order to implement the spirit of a speech made by General Secretary Xi Jinping on 13 April 2018 to celebrate the 30th anniversary of Hainan Special Economic Zone, the No. 12 document of the Central Committee of the Communist Party of China, and Opinions on Further Promoting the Development of Community Education by Nine Ministries and Departments including the Ministry of Education, and with an aim to coordinating the development of community education in Hainan province and accelerating the construction of a lifelong education system, Hainan Community Education Steering Centre and Hainan Community Education University were formally established on the afternoon of 27 March 2020.
