In a recent signing ceremony on strategic cooperation between the Sichuan branch of the Open University of China (OUC) and Sichuan Provincial Association for Construction Project Management (hereinafter referred to as SPACPM), the two parties signed a strategic cooperation agreement on personnel training.
According to the agreement, the two sides will carry out comprehensive, multi-level, in-depth cooperation on degree education programmes at the junior college and undergraduate levels, as well as non-degree training, the construction of practical training centres, and the reform of the learner development model. Based on the demand for talented professionals from its member units, SPACPM will work with the School of Engineering of the Sichuan Branch to optimise the construction of major setting and deliver training for job-related skills, continuing education for professionals, and training for vocational qualification certificates. The Sichuan Branch will adopt a mixed model combining online and offline teaching and offer diverse learning support services. It will help to establish learning archives for students in member units and provide various certification, storage, and conversion services for learning results so as to promote the integration of professional qualifications and certificates and realise an effective connection between lifelong learning and educational enhancement.
Yin Ximing, deputy secretary of the party committee and president of the Sichuan Branch, noted that the signing ceremony represents a major event in the transformation and development of the Sichuan Branch. The university will take this opportunity to actively develop relationships with industries, successfully carry out its services, and conduct serious investigations in order to understand training needs. It will carry out personalised, customised training and education promotion services, transform the strengths of the cooperation into advantages in innovation and development, and jointly plan the integration of industries and cooperation between the university and enterprises, in order to achieve win-win development.
Che Zhijun, president of SPACPM, said that the cooperation aims to build a new model of university-enterprise cooperation focusing on capacity-building and the integration of production and education. The cooperation will vigorously improve the educational level, technical skills, and cultural quality of industrial workers in construction engineering and Building Information Modelling applications. In addition, it will cultivate more technical, skilled personnel who possess much-needed capacities and who are willing to stay in the construction industry and contribute to lifting the governance of Sichuan to a new level and rejuvenating the province.
Yang Shumei, deputy general manager of China Southwest Architectural Design and Research Institute Corp. Ltd and Southwest Engineering Project Management Consulting Co., Ltd., suggested that the three parties, namely, the Sichuan Branch, SPACPM, and enterprises, should establish a long-term cooperation mechanism, strengthen communication, give full play to their respective resource advantages, and jointly cultivate the necessary professionals for industries and enterprises.
In the future, the two sides will carry out project-based cooperation guided by industry and enterprise demand. They will focus on vocational skills training, carry out cooperation in educational programmes by combining production with education, and strive to build a team of innovative knowledge and skills based construction professionals, so as to make greater contributions to promoting the sustainable and healthy development of the construction industry in Sichuan, improving the governance of Sichuan, and rejuvenating the province.
