On the afternoon of 2 April 2019, a launch ceremony for the learner development reform implemented by Sichuan Radio and TV University (Sichuan RTVU) by bridging secondary (higher) vocational education with Sichuan RTVU’s junior college (undergraduate) degree programmes on the basis of the credit bank for lifelong education in Sichuan.
During the ceremony, agreements were signed with pilot units such as Mianyang RTVU and Leshan RTVU, symbolising that the construction of a credit bank for lifelong education in Sichuan has moved from theory to practice. The launch ceremony was hosted by Shuai Yong, general secretary of the expert committee of the credit bank for lifelong education in Sichuan.
Yin Ximing, leader of the expert committee of the credit bank for lifelong education in Sichuan, vice secretary of the Party committee, and president of Sichuan RTVU, underlined that the learner development model of bridging secondary (higher) vocational education with Sichuan RTVU junior college (undergraduate) degree programmes on the basis of the credit bank for lifelong education in Sichuan is an important part of stimulating the construction of the credit bank for lifelong education in Sichuan. He also added that overall planning and coordination should be conducted and pilot work should be completed in order to advance the project in an orderly manner and ultimately promote this kind of reform in other places. Liu Chunlong, vice president of Sichuan RTVU, pointed out that relevant departments from Sichuan RTVU should closely collaborate in order to make solid preparations and carry out transition work. Yu Xianghua, president of Leshan RTVU, and Tang Quan, vice president of Mianyang RTVU, stated that their universities would attach great importance to the implementation of this project in order to realise the accreditation, saving, accumulation, and transfer of learning outcomes for students of vocational education.

The agreements signify that the construction of credit bank for lifelong education in Sichuan undertaken by Sichuan RTVU has entered the trial operation stage.
