Since late October 2018, the Dazhou rural-revitalization projects “Professional Enhancement for 1000 Party Secretaries” and “Degree Enhancement for 1000 Cadres”, sponsored by the Organisation Department of the Dazhou CPC Committee and undertaken by Dazhou Radio and TV University (Dazhou RTVU), have been conducted. So far, 300 secretaries of village Party branches have received training in three classes, and 200 village cadres have received face-to-face tutorials. The projects were recognised in the 2018 comprehensive evaluation of Sichuan RTVU.
To pursue high-quality implementation of these plans, Dazhou RTVU has committed to “seven transformations” in the training of talent for rural revitalisation in Dazhou.
The first is to enhance discipline through military training. Each day begins with exercises, queuing for class and breakfast, singing of revolutionary songs, and other activities to instill spirit and energy. Students are evaluated in all aspect of their performances, inside and outside of class, their attendance is recorded, and their learning is fully tracked and evaluated.
The second is to replace “spoon-feeding” with learning through interaction and experience. The courses on political theory, village governance, and industrial development will be reorganised to include theory, audio-visuals, simulations, exchanges and discussions, training and on-site observation in order to engage students throughout. They will be enabled and encouraged to speak, question and think, take stock of their advantages and disadvantages, and solve problems through discussion. They will also be tested regularly.
The third is to transform dull activities into competitions such as tug-of-war, basketball, and square-dance contests. These will allow students to show their talents and relieve stress. Efforts will be made to introduce group competition to class activities as well, and to evaluate students through the performances of their groups. Bonfire parties will be occasions to organize art performances and promote the all-round improvement of their talents.
The fourth is to offer incentives in the form of genuine recognition, encourage outstanding students to share their accomplishments, and to foster a competitive atmosphere. At the same time, charitable activities will be organised, and students encouraged to do good and keep in mind the importance of public service.
The fifth is to establish a comprehensive system of tracking learning outcomes and their transfer, setting up technology, and developing demonstration sites for industrial development, village governance and rural tourism where the students live, as models of rural revitalisation.
The sixth is to set up multiple ways of helping and motivating students: establishing principles for selecting the best officials; subsidising tuition, with graduates receiving 3500 yuan from the city and county governments, being reimbursed for accommodation and transportation, and given 1000 yuan in financial aid by the RTVU; and setting up pass and fail thresholds, as well as a scholarship system. Students are also given priority in terms of selection to committees and civil-service vacancies.
The seventh is to enhance publicity via QQ, WeChat groups, campus networks, newspapers, TV station, online media, and so on. The China Rural Area Network (nongcun5,com), People’s News Agency (rmxwtxs.com), Open University of China News (ouchn.edu.cn), Sichuan RTVU News Centre (news.scrtvu.net), Dazhou Government Network (dazhou.gov.cn), Dazhou Release (mp.weixin.qq.com), Dazhou Daily (dzrbs.com), Dazhou Radio and TV Station, Dazhou Education Network, Dazhou Science and Technology, Sohu Network (sohu.com), and other media outlets will be involved, reporting on lectures, military training, development, and so on through images, graphics and exclusive interviews. The training processes will thereby become familiar to a wide range of people, and motivate them to take part in rural revitalisation.
