From 9-12 October 2018, Shandong Radio & TV University (Shandong RTVU) held the fourth session of open education teacher certificate training in Jinan, Shandong Province. The training aimed to further enhance the construction of a team of open education teachers in the Shandong RTVU system, comprehensively improve the quality of open education, and create a reserve of professional teachers for the construction of the university.

Xie Minghao, vice president of Shandong RTVU, delivered a speech with the topic of Spare no efforts in Successful Open Education Teaching. He proposed requirements to all levels of RTVUs in Shandong. Firstly, they must face up to the existing gap and problems, take problems as an orientation, strengthen quality consciousness, and implement the teaching process. Secondly, they must implement the spirit of the national education conference in 2018, enhance the sense of responsibility, strengthen the “four consciousnesses”, including political consciousness, core consciousness and in line consciousness, stick to the "four confidences" (confidence in the road, confidence in theory, confidence in the system, and confidence in the culture). Teachers should strengthen moral education and cultivate people by maintaining ideal and faiths, moral sentiment, a solid foundation of knowledge, and a benevolent heart. Thirdly, it is important to remember that quality is the foundation of settling down and getting on with one's pursuit, and an important resource for the construction of the open university. They should implement the process of teaching, make online teaching normal behaviour, stick to the integration of online and offline teaching, innovate the teaching model and management model, and continuously improve the teaching quality of open education. Fourthly, it is necessary to strengthen team building, upgrade technology support, improve the construction of the open university, and strive for our dreams.

Relevant personnel from the Open University of China (OUC) were invited to give detailed explanations on OUC degree and joint degree awarding to over 70 teachers from the whole system participating the training. Meanwhile, relevant experts and teachers conducted training in the aspects of course construction, teaching design, the fundamental theory of education and teaching, the service of learner support and the application of information technology. During the training, they had discussed important issues in the link of comprehensive practice and the building of the open education professional teaching team.
