On December 28th, 2017, the inaugural meeting of the Dalian Community University was held at the Dalian Radio and Television University (RTVU).

The establishment of the Dalian Community University is an important contribution of the Dalian RTVU to implementing the spirit of the 19th National Congress of the Communist Party of China (CPC), and a great step toward speeding up the construction of a learning city, comprehensively promoting community education and improving the lifelong-education system in Dalian, which will play a decisive role in enhancing the core competitiveness of the city. The vice mayor of Dalian, Wen Xueqiong, gave a speech at the meeting.

Wen Xueqiong stressed that the establishment of the Dalian Community University is an important way for the Dalian RTVU to stay true to its mission of serving the cause of lifelong education in Dalian. The Dalian Community University should enable a further integration of community-education resources and allow the creation of a three-dimensional “community education resource map” for the city, further strengthening basic capacity, improving the four-level school-network system, and building a new model of community education with modern features that continues to strengthen the coordination and cooperation among departments and units and strives to create a new basis for community education in Dalian.

Zhao Yang, director of the Department of Education of the Dalian municipal government, along with Yu Guoxi, Party secretary of the Dalian RTVU, unveiled the nameplate of the Dalian Community University.
