On November 25, 2015, Hubei Radio and TV University (Hubei RTVU) met with Hubei University for Older Adults to discuss preparatory work for establishing Hubei University for Older Adults. The two agreed that Hubei University for Older Adults will establish its school system across the province by leveraging the advantages of the Hubei RTVU school system. The Vice Presidents of Hubei RTVU, Li Hui, and Hu Xiong attended the conference.

Hu Xiong introduced the preliminary work for establishing the Hubei University for Older Adults, and elaborated on the positioning, school operations, and management of the university. He said that after 30 years of development, Hubei RTVU has been equipped with an increasingly functional multi-level school system. The existing "Hubei RTVU continuing education public service platform" offers free services to the elderly and practitioners in the senior services industry across the province. The establishment of the Hubei Open University for Older Adults is an important way to serve both the province and greater society, and needs guidance and support from both the Hubei Bureau of Retiree & Veteran Cadres, and Hubei Older Adults University.

Li Hui fully affirmed the preparatory work to be undertaken by Hubei RTVU, stating that he would file Hubei RTVU’s materials as soon as possible and strongly support policy related to the work at Hubei RTVU.

The two parties agreed that Hubei Open University for Older Adults will leverage its website portal to promote online teaching for the elderly, while Hubei RTVU will maintain and develop teaching resources and the website. Hubei Open University for Older Adults will establish its school system across the province by leveraging the advantages of the Hubei RTVU school system. Hubei RTVU will become a council member of Hubei Distance Education for Older Adults.
