Since Guangzhou RTVU undertook the management of the Guangzhou Digital Service Guidance Centre, it has positively promoted the construction of the Guangzhou Learning Society project, exploring a new digital learning model of “Internet + Education” in the Guangzhou region in partnership with universities, enterprises, and communities.
So far, more than twenty Guangzhou Digital Branch Study Centres integrating counselling, experience, enrollment, and application have been successfully established. Panyu Digital Branch Centre has made outstanding achievements in the promotion of digital learning in the Panyu area, helping Panyu to successfully establish a National Pioneer Area for Digital Learning.
The first of the Centre’s highlights is its highly efficient Panyu Lifelong Learning Cloud Platform. This platform takes advantage of Smart Panyu App resources to collect learning courses and advance the mutual construction and sharing of digital learning resources. Based on an advanced framework that integrates multiple networks, it meets the needs of the citizens for digital learning through online, mobile, and digital TV study. A “learning resource service cycle” has been built by sending the courses directly to the students, that is to say, citizens can stay at home and get access to high quality courses, enabling them to make personalized selections. The citizens’ learning behaviors and outcomes on the platform (including the website, mobile terminals, and digital TV) are summarized in residents’ personal learning file in the backend of the platform.
Second is its rich and diverse digital learning resources. Through the “Purchase +Sharing+Creation” model, the platform has accumulated digital learning resources for six modules, including moral education, cultural education, health education, skills training, entertainment and health preservation, and local characteristics. Micro-lecture videos comprise the majority of the resources, which are very popular with residents for their high quality and entertainment value. The micro-lecture series, Mastering WeChat, was awarded third prize for Outstanding Micro-Lectures for National Community Education.
Third is its convenient digital learning environment. Panyu has well developed digital infrastructure facilities, such as full 4G coverage, Wifi network, and wide popularization of digital TVs and smart phones. Based on this development, a three-tier learning network has been built between districts, townships, and communities in Panyu district. In addition, an experiential zone and learning zone are set up at the digital branch centre, which has greatly enhanced its ability to promote digital learning on a large scale.
Fourth is its down-to-earth digital learning promotion activities. A variety of experiential digital learning activities have been conducted for community residents by Panyu Digital Branch Centre. The goal of “taking teaching to your door” has been realized both online and offline by takinga team of “digital learning guidance tutors” into the community, schools, and enterprises in the form of special lectures, interactive games, and promotions.
Fifth, and lastly, is the broad effectiveness of its digital learning efforts. At present, Panyu Lifelong Learning Cloud Platform has over 62,000 users, and more than 885,000 visits, which has accumulated a large number of learning behaviors and outcomes that are preserved as “learning coins”, laying a foundation for the upcoming Panyu Citizen’s Credit Bank. More than 90 digital training courses have been successfully held in 2015, with enrollment reaching 1,100. The Digital Learning Starts from Reading special promotion activity, in which people could borrow their desired books and magazines by simply downloading a reader and scanning a QR code, has been well received by the residents. More than 5,000 books and magazines have been borrowed since the activity launched in October 2015.
