In Xinchang county, Zhejiang province, they have a saying: You might not know the county leaders, but you must know Lv Weixing. Lv Weixing is an ordinary policeman from the Traffic Police Urban Duty Squadron of Xinchang County Public Security Bureau. However he has two unusual nicknames:“Black Lord Bao” and “Street Angel”（with the connotation of lord of justice and protector of the streets).
The “Black Lord Bao”of Street Law Enforcement
In Xinchang, no matter how important you are, Lv Weixing still ensures that you abide by the laws of the road. Lv Weixing has said that everyone is equal before the traffic laws and regulations, and that there can be no distinction for friends or relatives.
One day during morning rush hour, Lv Weixing stopped a motorcycle with no license plate at a crossroads. The owner, who was emboldened by his position as a cadre, acted rudely and even hit Lv Weixing. Lv Weixing treated the accident like any other and reported the situation to the head of his squadron. The cadre’s case was eventually dealt with according to the law.
Lv Weixing comes into contact with a lot of people while dealing with traffic violations. The slightest mistake could provoke a conflict or other negative effects. To this end, he tries to imagine the motivations of the people who have violated the law and always puts people first in order to find the largest degree within the scope of the law. Once, when Lv Weixing was on duty, he found an unlicensed motorcycle and immediately signaled for the motorcyclist to stop for an inspection. However instead of pulling over, the motorcyclist deliberately rode over to Lv Weixing, while at the same time taking out his phone to call for backup from his friends. Lv Weixing remained calm and used relevant knowledge of laws and regulations to refute the illegal motorcyclist. Witnesses also accused the motorcyclist of unreasonable behavior and eventually he accepted his punishment.
The many drivers who frequently pass by Lv Weixing’s booth recognize him and are more likely to comply with the traffic laws. People have commented: "Instead of being afraid of Lv Weixing, we admire his responsible spirit. We would be embarrassed to violate a traffic law in front of him.”
A "Street Angel" that Protects Children
Lv Weixing demonstrates justice and dignity in law enforcement.Many people have also praised him as a "Street Angel". Especially in front of children, he shows his more affectionate side.
The entrance to Xinpanxian Chengxi Primary School is one of the most congested intersections in Xinchang, with many schools nearby. At Chengxi Primary School alone there are more than 2,500 students. A vegetable market is just 100 meters away from the intersection, while the city's transportation hub is just off to the east. During peak commuting hours, the stream of working people, students, and people buying vegetables mixes with the traffic, neither giving way to the others. The place has become known as a hotspot for traffic accidents. More than 10 years ago, Lv Weixing volunteered to be transferred to that very intersection. He has never left since.
Shouldering the responsibility for the safety of thousands of students, Lv Weixing arrives earlier and leaves later than the students. At 6:30 am, he pushes the signal lights to the middle of the road and starts to direct traffic. He gets off duty after 5:30pm after all students have gone home and rush hour has passed. When he sees children or the elderly crossing the road, he looks around to make sure that there are no fast cars and then escorts them across the road.
Lv Weixing also takes part in traffic safety week activities in schools. Many students now know him as Uncle Lv. When seeing Lv Weixing directing traffic in the rain, many students would stop and hold an umbrella for him. He treats the letters he receives from students like treasure and keeps them in his desk drawer, taking them out to read every now and then.
Pedestrians too will often stop to chat with Lv Weixing. Parents picking their children up from school will shake hands with him to express their thanks.
The reason why Lv Weixing was able to obtain approval from the common people is because he treated the road as "home", put the concept of "serving the people" first, and turned the concept into action. As it is said, "People take actions in with their eyes and remember them with their minds."Perhaps because of this, Lv Weixing is said to have dealt with 200,000 illegal acts without a single complaint.
Lv Weixing has supported the grassroots for nearly 30 years. He has dealt with more than 200,000 violations or traffic accidents without a single complaint and administrative review. He has won praise from the people and leaders at all levels. He has won more than 40 honors including National Exemplary Policeman of the People, Zhejiang Province People's Model Policeman, Zhejiang “May 1st Labor Medal”, and Advanced Individual in Enforcing the Law for the People in Zhejiang. In 2015,Lv Weixing was named a “National Advanced Worker”. He said: “These awards push me to work harder, encourage my colleagues to do the same, and enforce the laws in a fair, strict, and civilized way.”
Lv Weixing majored in law in autumn 2011 at the Xinchang School of Zhejiang RTVU, and was named one of the “Zhejiang RTVU One Hundred Outstanding Alumn”. During his study, he realized the necessity of establishing the concept of lifelong learning and experienced the convenience of distance learning. Lv Weixing said, "There is no end to study. If we want to realize our own value, we should keep learning and build our confidence through knowledge.”
