According to the statement "Decision of the General Office of China Disabled Persons' Federation (CDPF) and the General Office of the Ministry of Education (MOE) on Granting Xu Jiacheng and 200 Other Teachers with Excellent Teacher of Education for the Disabled by the Bank of Communication" (CDPF Office Issuance [2014] No. 42), Ping Fan, Vice President of the OUC Tianjin School for the Disabled (hereinafter referred to “Tianjin School”) received the 2014 "Excellent Teacher of Education for the Disabled Granted by the Bank of Communication".
He has an infinite passion for the education of the disabled, and has immersed himself in the education for the disabled. He has always had a passion for this cause, working hard, and caring for students. He led Tianjin School to actively explore innovations in distance higher education to meet the needs of disabled people in modern China, managing the teaching team in a scientific manner in order to help students achieve their dream of taking advantage of "knowledge to change their fate". His glorious love embodies the honor of education for the disabled. With his own practical action, he has composed a beautiful chapter in the story of education for the disabled.
The "Excellent Teacher of Education for the Disabled Granted by the Bank of Communication" selection contest is jointly organized by the MOE and CDPF, and is designed to adhere to the spirit of The 12th Five-Year Development Programme of Chinese People with Disabilities and National Outline for Medium and Long-term Education Reform and Development (2010-2020), and implement the Special Education Enhancement Programme (2014-2016) to encourage teachers to be devoted to the education for the disabled and become teachers of selfless dedication in the cause; and vigorously promote and commend their outstanding deeds in the cause; further encourage more teachers to be devoted to the cause of special education, and promote the building of the teaching staff in the special education field. The selection contest is held every year. In 2014, 200 teachers in the special education field were awarded with the prize. This is the 5th time for the OUC to take part in the selection, during which time a total of 8 teachers have been awarded with this honor.
