Zhejiang RTVU (Zhejiang Provincial Community Education Guide Centre) opened a Micro RTVU Wechat cloud platform at its 35th anniversary ceremony held in Zhejiang Daily Press Group on Mar 28, 2014.

Micro RTVU not only provides news coverage, information search, and distance reception service for RTVU teachers and students in the province, but also offers various learning resources for all members of society.

145 micro lectures in five categories have already been made available, including: home education, rural practical technology, finance and investment, leisure and skills, healthcare etc… It also provides members of the public with public welfare lectures and training information from all levels of RTVUs in the province via its Cloud Class. All members of society will be able to take in knowledge and experience the joy of learning with their mobile phones, anytime, anywhere. The university will follow the principle of “perfection by application and promotion of construction with application” in the future and further improve and perfect functionality, enrich resources, and provide consultation so that it can fully demonstrate the characteristics of RTVUs in the application of this public information platform for lifelong learning of Zhejiang Province, providing a better education service to all members of society.

Micro RTVU Wechat platform is jointly developed by Zhejiang RTVU and its Zhuji School. Its front ends include Wechat public service accounts connecting with the RTVU. The software and hardware are being integrated into the design and the data is stored in a centralized way. The hardware, including the server, is uniformly deployed and managed by the Provincial RTVU.

Fang Zhigang, Party Secretary of Zhejiang RTVU and the Director of Zhejiang Provincial Community Education Guide Centre, along with Zhu Jianming, a head of the cooperative development unit and a representative of grass-roots RTVUs and the dean of Zhuji School, scanned the QR codes of the provincial RTVU and Zhuji RTVU separately with their mobile phone and thus officially opened the Micro RTVU Wechat platform. On-site teachers and students also raced to scan the QR codes to enter Micro RTVU, to experience its interactive functions.

Ye Hong, Deputy Party Secretary and President of Zhejiang RTVU, pointed out that the development, application, and promotion of the Micro RTVU Wechat platform was another new breakthrough in the technological application of the mobile Internet and new media, Zhejiang RTVU having already developed the three learning support service platforms including the online learning platform, digital library, and the distance open lab. This latest development further enriched the significance of the modern distance education system. By realizing the interoperability of data from provincial, municipal, and county-level RTVUs step by step, the integration of excellent resources and sharing of teaching and education information, it will give great publicity to the school management system employed by RTVUs to serve all students, teachers, and the rest of society. This not only showed the deep integration of higher education and modern information technology, but also manifested RTVUs active consciousness and application abilities in line with social information service.

Ye Hong noted that at present the university was facing a strategic and historical opportunity for its transformation and upgrading. He hoped that all teachers and students in Zhejiang Province's RTVUs could join in the effort to promote education innovation, constructing a learning society with the characteristic of “All people can study anytime and anywhere”, take responsibility for building a lifelong education system, thus gathering strength, working tenaciously to make new great achievements.  

Zhu Jianming thought that the development of the Micro RTVU Wechat platform was a creative application with innovative results in the management of the RTVU system and initiated cooperation in developing projects by provincial and local RTVUs. He expressed his desire that under the guidance of the provincial RTVU, Zhuji School would fully cooperate in the operation and maintenance work, jointly develop diversified functions, and publicize RTVUs in order to serve teachers and students better.

After the ceremony, Zhejiang RTVU gave professional training to the information staff team on how to use the Micro RTVU Wechat platform.
