On October 15, 2013, the Conference on the Advancement of National Learning City Construction and Case City Exchange was held in Dezhou City, Shandong Province. At the conference, Cases for the Construction of Learning Cities in China (Volume Ⅰ) was issued for the first time. A piece entitled Constructing an International Historical City in an Open, Inclusive, Enlightening and Innovative Way — A Case for Constructing the Learning City of Xian in Shanxi Province, compiled by Xian RTVU (Xian Community College), was selected in the book.

The selection of Cases for the Construction of Learning Cities in China was officially launched in December 2012 by the Chinese Society of Educational Development Strategy Committee for Lifelong Education Research. It was edited by the National Learning City Construction Consultative Instruction Group, as well as the Lifelong Learning Committee of the Chinese Society of Educational Development Strategy. Xi’an Community College finished compiling Constructing an International Historic City in an Open, Inclusive, Enlightening and Innovative Way — A Case for Constructing the Learning City of Xian in Shanxi Province in a relatively short period of time. The 7-part work contains approximately 19,000 words, elaborating upon some thirty-three factors regarding the construction of learning cities. Detailed introductions were made on the remarkable work done and achievements made in community education by Xi’an Community College. Also praised were the online training of Xian cadres, as well as the new measures and achievements Xian has demonstrated regarding the construction of learning cities. After several rounds of selection by the experts, this presentation eventually emerged from among the 26 cases sent by the various participating cities. Xi’an’s entry, as well as its 16 fellow winners, among them Beijing, Shanghai, and Tianjin, were then published in Cases for the Construction of Learning Cities in China. Xi’an Community College, acting as the representative of China’s learning city, was also nominated to attend “The International Conference on Learning Cities,” jointly sponsored by the Ministry of Education (MOE), the Beijing Municipal People’s Government and UNESCO.
Government officials present at the conference included Hao Keming, a member of National Education Advisory Committee, and the President of the Chinese Society of Educational Development Strategy, Qin Changwei, as well as Deputy Secretary-General of the UNESCO- China “International Learning City Conference” Committee, Director Huang Hui of the MOE Adult Education Division of the Department of Vocational and Adult Education, and Yang Yixin, Vice Secretary of the Dezhou City CPC Committee and Mayor of Dezhou City. In addition, 243 representatives from various Dezhou educational administrative departments, open universities and community colleges attended the conference, as along with participants from various other provinces nationwide. Hao Keming made the keynote speech on the construction of a “learning society” that promotes lifelong learning for all people, and along with his fellow leaders, awarded certificates of merit to the 16 cities whose cases were selected.
