The Ministry of Education (MOE) convened a themed event on digital empowerment for the construction of a learning society in Beijing. Representatives from localities and schools gathered to share successful cases of digital empowerment in building a learning society.

“The Open University of China (OUC) has consistently prioritised digital empowerment for lifelong education to serve the construction of a society and country of learning. It has systematically built a lifelong education network that covers urban and rural areas across China and connects thousands of households,” said Dr. WANG Qiming, President of OUC.
Dr. WANG Qiming presented that OUC have made significant efforts to ensure the successful operation of the Smart Education of China ∙ Lifelong Education Platform. The platform aims to provide a wide range of high-quality learning resources of various types, levels, and forms, as well as personalised, intelligent, and convenient learning support services for everyone. Since its launch half a year ago (December 2024), the platform has served 9.63 million learners.
Empowered by Digital Technology, Learning Resources Become More Abundant
Nanjing University has fully leveraged cutting-edge technologies such as cloud computing and artificial intelligence to develop its own smart learning platform. The platform has released over 1,000 online course resources in the form of MOOCs, case studies, lectures, and short videos. The Jiulongpo District Community College in Chongqing has organised teachers, lawyers, and technicians to offer courses tailored for the young and middle-aged groups to support entrepreneurship, employment, and quality of life improvement. It has utilised digital means to collect learning needs, which helps innovate teaching models, enhance evaluation and feedback mechanisms.
Creating Diversified Learning Scenarios, Continuously Expanding Lifelong Learning Channels and Improving Lifelong Learning Efficiency
Wuhan has focused on the integration and sharing of resources. By leveraging its revolutionary educational resources, Wuhan has built a “virtual three-dimensional digital memorial hall,” which attracted 7.26 million visitors in 2024. Changsha Social Work College has digitally transformed its professional practical teaching scenarios. It has built practical teaching venues such as virtual nursing homes and digital museums of Chinese nursing culture, and developed 48 virtual simulation training systems. These training systems are now available on national and provincial smart education platforms, enabling learners to complete skill training from the comfort of their homes.
In addition, it is reported that Zhejiang Province has adopted a “five-level penetration” overall framework. At the provincial level, the core platform of “Zhexuetong” (Zhejiang’s lifelong learning public service platform) has been established. Cities and counties have developed functional modules to meet various regional needs. Townships and other areas have established learning service terminals through the platform to deliver learning resources right to people’s “doorsteps.”
Relevant MOE official stated that in the next step, we will strengthen the construction of the Smart Education of China ∙ Lifelong Education Platform. The platform will further gather rich lifelong learning resources, promote the mutual progress of school education, family education, and social education to ultimately build a future-oriented learning society.
