The Guangzhou Branch of the Open University of China (OUC) has been officially inaugurated at Guangzhou Radio and TV University (Guangzhou RTVU), signifying the completion of 52-year-old Guangzhou RTVU’s transformation into an open university. Vice Mayor of Guangzhou Wang Dong attended the unveiling ceremony.

The OUC is a new kind of higher education institution offering open and distance education supported by modern information technology. It is directly administered by China’s Ministry of Education, and is dedicated to both degree and non-degree education. The OUC was established based on China’s existing RTVU system. It boasts an educational network that covers both urban and rural areas in order to tap into the strengths of other social resources through alliances with ministries, industries, enterprises and communities.
The OUC officially authorized the establishment of the Guangzhou Branch of the OUC at the end of 2012.
