On the morning of May 24, 2013, the opening ceremony of the Heilongjiang Branch of the Open University of China (OUC) and the School for Cereals Studies was held at Heilongjiang Radio and Television University (RTVU). Yang Zhijian, President of the OUC, and Shi Dexin, secretary of Heilongjiang RTVU CPC Committee, inaugurated the OUC Heilongjiang Branch, while, Yan Bin, vice president of the OUC, and Men Hai, director of Heilongjiang Department of Education’s Information Division, inaugurated the School for Cereals Studies.
President Sun Xianmin, Vice Party Secretary Li Bo and Vice President Jiang Yutian from Heilongjiang RTVU attended the ceremony. Nearly 1,000 faculty members from RTVUs in Heilongjiang witnessed the inauguration either in person, or via video conference. Sun Xianmin presided over the ceremony.
At the ceremony, Yang Zhijian said that the inauguration of the OUC Heilongjiang Branch and the School for Cereals Studies was a symbol of the construction of the OUC system. It is hoped that Heilongjiang RTVU will, based on its own hard work and with the full support of the OUC, continue to innovate and complete the two trial programmes.
Shi Dexin reviewed the achievements made by Heilongjiang RTVU in the 34 years since its establishment and said that they will meet the OUC’s expectations for the completion of the pilot programmes of the system construction and discipline-based school construction of the OUC with high quality.
In line with the overall requirements of the OUC construction and actual situations of Heilongjiang Province, the OUC’s Heilongjiang Branch will study and explore a branch management system and operation mechanism that fits within the OUC framework. It will earnestly fulfill its duties as a branch, and make a positive contribution to the construction of the OUC system.
The School for Cereals Studies will further expand Heilongjiang RTVU’s advantages in the field of grains and cereals study, integrate quality national resources in the field, promote the integration of vocational education and information technology, and strive to run a high quality, discipline-based school. The school’s first two majors are foodstuff engineering, and grain and oil storage and inspection technology. A group of majors covering grain planting, collection, storage, processing, marketing and safety will be gradually developed.
