The meeting featured academic discussions concerning the development of digital library technologies and new application models. Mr. Zhang Ruilin, director of the OUC library, made a keynote speech. Zhao Xuan, from the OUC library, submitted an essay entitled "The Open University of China's Application of a Microblog System", which was awarded second prize in the area of technical application.

During his keynote speech "The OUC Digital Library's Application and Exploration of Cloud Technology", Mr. Zhang Ruilin presented the OUC digital library’s cloud-based technical structure, application models and results, future development plans, and the digital service network encompassing all types of media. He explained that the OUC digital library serves the “Open Digital Library” website which is a platform for libraries nationwide. Meanwhile, it supports applications such as the “Open Platform” for resource sharing, mobile libraries, special service websites, and Internet-TV terminals. He discussed the three major development trends of university digital libraries: open to the public, innovative models of joint resource construction and sharing, and a universal service network for the integrated media era. Meeting attendees were keenly interested in the work done to build a nationwide digital library that serves the people and offers embedded services.
 
Zhao Xuan from the OUC library submitted an essay entitled "The Open University of China's Application of a Microblog System", which was awarded second prize in the area of technical application. Microblog technology is a new area of exploration by the OUC library to expand digital library services using social networks. At present, the “Open Digital Library Microblog” (http://t.crtvul.cn) is already integrated with the Digital Library Platform, Teaching Platform and Sina Microblog. Users can use their learning accounts to manage, receive and send Sina Microblog messages synchronously. They can also use the full-featured local microblog system to publish live broadcasts, conduct interviews and compile microblog messages about teaching activities and campus cultural activities.

Through the “Project to Build Digital Libraries at Radio and TV Universities Nationwide”, the OUC library has already roughly achieved the goal of serving people all across the nation. Currently, based on the development of new media technologies and the evolution of technical application models, the OUC library is developing universal reading terminal services featuring content from mobile libraries, and building a digital library service network that keeps pace with the development of integrated media.
