Additionally, open universities strive to offer high-quality resources and learner support, aiming to advance the establishment of a learning society and country where lifelong learning is pursued by all and to contribute to the economic and social development of the country. Li Song outlined four specific requirements for enrolment work: Firstly, there should be collaborative efforts to discuss ways to enhance the operational enthusiasm of study centres within the OUC system. Secondly, enrolment publicity should be strengthened, with a focus on improving precision and effectiveness. Thirdly, it is crucial to maintain a sense of risk and implement preventive measures. Enrolment through agents is strictly prohibited. Lastly, institutional development should be strengthened by implementing various management standards and regulations for the study centres.
