To study and implement the guiding principle of the Communist Party of China’s (CPC) 20th National Congress, the Open University of China (OUC) and China Education Association for International Exchange (CEAIE) have introduced the “OUC International Communications Enhancement Programme”.

The launch was held at Chengdu RTVU on 24-27 April 2023, and built upon the messaging of the 20th National Congress as it calls to “strengthen our international communications capabilities, make our communications more effective, and strive to strengthen China’s voice in international affairs so it is commensurate with our composite national strength and international status." Fan Xianrui, CPC Party member and vice president of the OUC, and Fu Bo, deputy secretary general of the China Education Association for International Exchange (CEAIE), attended the event.

The "OUC International Communications Enhancement Programme" is the result of the fruits of cooperation between the OUC and CEAIE, and it was the first to carry out the development of international communications in the OUC system. Experts, scholars and practitioners in the field of international and cross-cultural communications were invited for in-depth discussions on topics related to vision, media literacy and best practices for schools. Through a combination of theory and practice, they explored new channels to cooperate internationally in teaching, research and management. They focused on the integration of digitalization with internationalization as well as the promotion and building of international communications along with the professional foreign affairs capacity of the OUC.
