In order to deepen the study and implementation of the guiding principles of the 20th National Congress of the Communist Party of China, firmly promote the national education digitalisation strategy, and accelerate the construction of digital universities, the Open University of China(OUC)held a working promotion and exchange seminar for 2023 spring semester on the "Smart Learning Platform" within the OUC educational system in Hangzhou from 15th to 16th March.
Fan Xianrui, member of the Party Committee and vice president of the OUC, Zhang Jianguo, president and deputy secretary of the Party Committee of Zhejiang Open University, and Zhang Jixian, member of the Party Committee and vice president of Zhejiang Open University attended the meeting.
Prior to the meeting, Fan Xianrui and Zhang Jixian visited Professor Tan Jianrong, an outstanding alumnus of the OUC and a member of the Chinese Academy of Engineering, at Zhejiang University for discussion and communication. Professor Tan Jianrong reviewed his learning experience at the Central Radio and Television University in his youth and suggested that schools should carry forward the tradition of "famous teachers and famous education" by hiring renowned teachers to teach in the fields of basic courses and public courses. Through digital means, the sharing of high-quality educational resources can be expanded to effectively play the important role of the school in fostering virtue through education and serving the construction of a learning-oriented society. Fan Xianrui conveyed the warm greetings of the secretary of the Party Committee and president Jing Degang to Professor Tan Jianrong, introduced the school's achievements in recent years and its development ideas, and invited Professor Tan Jianrong to give a special lecture to inspire students of the OUC to gain knowledge, achieve success, and make greater contributions to the country's economic and social development.
During the meeting, Fan Xianrui introduced the progress, main issues, countermeasures, and next steps of the OUC's digital transformation work. She expressed gratitude to all teachers and management staff for working together to overcome difficulties and promote the comprehensive implementation of the "Smart Learning Platform" strategy. She emphasized that this year is the starting year for implementing the guiding principles of the 20th National Congress of the CPC, and the OUC is fully committed to promoting the construction of digital universities, which is a concrete practice of implementing the guiding principles of the 20th National Congress of the CPC. All comrades in the education system should leverage the advantages of scale and system strength, promote the deep integration of information technology and education, actively build digital universities, and jointly write a new chapter in the high-quality development of open education.
Zhang Jianguo introduced the experience of digital reform at Zhejiang Open University and made suggestions. He believes that the construction of digital universities highlights the responsibility and confidence of the OUC in serving lifelong learning. The education system should unify their thinking and work together to explore the prominent issues facing the "Smart Learning Platform" strategy, promote platform upgrades and iterations, and accelerate the digital transformation of the university.

During the conference, attendees were divided into groups based on four business modules: enrolment, academic affairs, examination, and teaching, to exchange ideas and share experiences on the implementation of the "Smart Learning Platform" strategy. The discussion session highlighted issues and proposed solutions, with everyone providing valuable suggestions for the construction of digital universities. Attendees also visited the Smart Campus construction at Zhejiang Open University.
