On 15 August 2022, the Open University of China (OUC) held a meeting on digital strategy.
Fan Xianrui, OUC vice president, and a member of the OUC Party Committee, presided, and delivered a speech, while the heads of the Academic Affairs Department, the Information Technology Department, the Learning Resources Department (Digital Library), the Engineering Centre, the University for Older Adults, the International Department, and relevant projects at university-owned enterprises and external companies attended.
She stated that the university is implementing the decision of the Ministry of Education to advance a digital strategy for education in the first half of this year in relation to learning resources, teaching and learning processes, assessment and evaluation, and management and services through collaborations and hard work. She stressed the core significance of teaching in upgrading the “One Network and One Platform” on the basis of student interest and real-world applications, and that the construction and operation of the platform of the University for Older Adults should proceed so as to prepare for the inauguration of the National University for Older Adults. The approach should be based on needs, innovation and application, promoting the in-depth integration of information technology with education, with strong results aimed for by the end of this year.
Fan Xianrui stated, first, that the Information Technology Department should coordinate the set-up of project teams and platform operations, ensuring that responsibilities are assigned; second, that the principle of “security, controllability, optimism, and quick response” should be followed to enhance risk control and ensure the all-rounded security of the platform; third, that support services should be efficient and substantial, with system functions given ongoing optimisation, and data interconnection supporting both teaching and decision-making; and fourth, that digital literacy should be improved within the OUC system and the OUC brand be built to the extent that is associated with its excellent use of information technology.
