On the morning of June 16, 2011, the award ceremony for "College Student of the Year 2010" was held in the Science Hall of the Beijing Jiaotong University, and Tie Feiyan, a student registered in 2010 to the Law Diploma programme in Yunnan Radio and TV University was chosen as one of the "College Students of the Year 2010". Liu Yandong, Political Bureau of the Central Committee of the CPC and State Councillor, attended the ceremony, conferred the prize and took a photo with her.

Tie Feiyan was born in August 1992 to a rural Hui family in Zhaotong City of Yunnan Province. She is now a worker in the Puerdu Toll Station of Zhaotong Section of Yunnan Highway Development Investment & Trade Company and law student of the diploma programme in 2010 of Yunnan Radio and TV University.
On May 6, 2010, when Tie Feiyan and her father were on the way to Mianyang, Sichuan, they saw five workers fall into the river. Tie Feiyan, who was in her menstruation, climbed over the railing of the bridge and slipped onto the riverbank along the unremoved scaffold,jumped into the river and swam to the drowning workers. Four of the workers were safe by swimming to the scaffold, but the fifth person was still out of sight. Following the survivors' guidance, Tie Feiyan took a deep breath and dived again into the freezing cold and muddy water. At the beginning, she failed to find the fallen worker. However, she didn't give up but dove into the water once again and finally found the worker 4-5 meters away. The worker had lost consciousness by that time, and his lips had become blue. By relying on her first aid knowledge, she administered CPR and artificial respiration, and succeeded in saving the drowning worker.
The press reported Tie Feiyan's heroic deed, and a great mass fervour was stirred to learn from her in the two provinces of Sichuan and Yunnan. People have gradually got to know this common but extraordinary girl. It's she who adopted an abandoned baby at the age of 17; it's she who is always lending a helping hand to the needy children. She gave most of the social donations after the deed to the schools she once studied in—Qinggangling Township Middle School and Qingganling Daying Village Primary School.
Leaders from the Yunnan Radio and TV University learned that Tie Feiyan wished to pursue a college education. After discussion, they agreed to exempt Tie Feiyan from tuition fees. In September 2010, Tie Feiyan was admitted to the Law Progamme (Diploma) of the School of Open Education in Yunnan Radio and TV University.
After entering university, Tie Feiyan has been cherishing the opportunity to study, trying her best to study well. Tie has made rapid progress which was praised highly. She gave help to the classmates with financial difficulties although she was not rich. Tie Feiyan is assiduous and down-to-earth in her work, and fulfills her duties faithfully and energetically, trying to do her work better. She is active in the class activities, cooperates with teachers to carry out all kinds of work, and has been elected as the secretary of the class Communist Youth League branch. She is diligent and conscientious in the work of the school, shows no indifference to personal interests, and has won the confidence and recognition of teachers and schoolmates. In March this year, she was elected chairwoman of the school student union with the most votes. In April this year, she was elected as an "Excellent Student Leader" and "Excellent Cadre of the Communist Youth League" by her classmates. When asked of her plan, Tie Feiyan replied that she will continue to study hard and get herself equipped with more knowledge, so that she can do more work conducive to the state and to reciprocate the society!
With the joint guidance of the Propaganda Department of the Central Committee of the C.P.C., the Ministry of Education, the Central Committee of the Communist Youth League and the People's Daily, the selection of "College Student of the Year" is held every year since 2005. The selection aims to set up university student role models to encourage the university students to work hard and improve themselves, so as to make more contributions to the society.
