On December 13, 2013, the inaugurated ceremony of Hainan Branch of the Open University of China (the OUC) was held in Hainan Radio and TV University (RTVU). Yang Zhijian, the President of the OUC, and Li Hongmei, the CPC Party Secretary of the Hainan RTVU unveiled the nameplate of Hainan Branch of the OUC.
Yang Zhijian said that in the past year, under the joint efforts of the Ministry of Education (MOE) and China Radio and TV Universities system(CRTVUs), the OUC has made some significant developmental achievements in the construction of university. Especially encouraging, Yang added, was the progress toward “One Core, Three Pillars, and A Link” principle. Yang especially praised the achievements of the Hainan RTVU, noting that the university faithfully maintained the “Develop by improving service; Promote through capability” management model. Further, Yang stated that the school’s “Three kinds of services and nine large projects” has played an important role during the transition period. Yang also expressed his hope that the Hainan RTVU would build upon this fresh start, and in accordance with the spirit of the 18th CPC Central Committee’s Third Plenary Session; namely, further deepen reform, free minds, strengthen top-level design and include the unique features of Hainan. Such efforts, Yang said, would significantly contribute to the province’s socio-economic development and the lifelong learning of its residents.
Li Hongmei noted that Hainan RTVU is a small-scale provincial RTVU with a basic, autonomous management system within the larger CRTVUs As such, he added, Hainan RTVU has a unique and indispensable role in the region’s higher education system, one that comes with high expectations from the OUC, Hainan Provincial Party Committee and provincial government generally. The establishment of Hainan Branche of the OUC, Li stated, did not represent the ending of Hainan RTVU’s responsibilities, but rather a new and historic starting point. The National Outline for Medium and Long-term Education Reform and Development (2010-2020) endorsed by the Hainan Party Committee and provincial government clearly indicates that the effective operation of Open University system requires that Hainan RTVU adapt to contemporary needs, align with Hainan International Tourism Island’s construction, and be open to innovation, reform and development, in order to achieve a strategic transition.
