LYU Jianfeng enrolled in the Legal Affairs diploma programme at the Open University of China in Autumn 2020, and subsequently in the Chinese Language and Literature undergraduate programme in Spring 2023. He is a recipient of the 2024 OUC Scholarship. Currently, he serves as First-Class Police Inspector at Suihua City Detention Centre. In June 2025, he was awarded Third-Class Personal Merit, and in 2025, he received the honorary title of "National Advanced Worker."

During his studies at OUC, LYU consistently combined work and learning, deeply integrating professional knowledge in law and literature with practical detention centre management. This enabled him to make a significant shift from experience-based correctional supervision to rule-of-law management.

Building Theoretical Foundations for Detention Centre Management Through Professional Knowledge

After transferring to detention centre management in 2020, LYU chose to enrol in the Legal Affairs programme at OUC for systematic study. He pioneered the "fragmented + practical" learning method, integrating scattered time into efficient learning units. In Spring 2023, he challenged himself further by pursuing the Chinese Language and Literature undergraduate programme, aiming to deepen his understanding of correctional education from the perspective of humanistic literacy. He creatively combined the rigour of law with the influence of literature, forming a unique management mindset. The interdisciplinary knowledge from his two programmes provided theoretical support for innovation in detention centre management.

Innovating the Management Approach

Through in-depth reflection and practical exploration, LYU pioneered and implemented a management approach for detained individuals at the detention centre. This system is committed to advancing detention centre management towards rule of law, standardisation, and humanisation.

LYU maintains that correctional work must not only focus on rule-of-law and standardised management but also sow seeds of goodness in the hearts of detained individuals. He proposed the core philosophy that "moral awakening of conscience is essential to achieving twice the result with half the effort in management and education work." Utilising daily reflection time within the detention centre, he established moral lecture halls, which contain selected video courses on moral culture taught by professors from prestigious universities. This allows detainees to receive the influence of fine traditional Chinese culture, helping them reconstruct cognition, reshape thinking, and rebuild emotions.

Setting a National Benchmark for Correctional Work

Through continuous practice, LYU summarised a set of management theories and practical methods that are highly instructive and replicable. He drafted and implemented the "Daily Life System for Detained Individuals at Suihua City Detention Centre" and authored multiple experience reports, all of which received high praise from the local authority.

In August 2023, LYU delivered lectures at the provincial public security correctional system backbone training course, receiving widespread acclaim. His course materials were produced into exemplary courses and submitted to the Bureau of Prison Administration of the Ministry of Public Security. In May 2024, as a core member of the corps inspection and guidance working group, he conducted safety inspections and operational guidance at over 40 detention centres in Heihe, Daxing'anling, Qiqihar, and other locations.

As the person in charge of detention centre management, LYU built an outstanding correctional team during his five years at Suihua City Detention Centre. Over the past three years, five team members were awarded Third-Class Personal Merit, 20 received commendations from the Suihua City Public Security Bureau, seven were rated as municipal-level outstanding civil servants, and nine were recognised as advanced individuals in Heilongjiang correctional work. Furthermore, he actively undertook training for newly appointed correctional police officers and auxiliary police in Suihua City, as well as backbone personnel from out-of-county detention centres. Over five years, he cumulatively organised over ten specialised training sessions, laying a solid talent foundation for Suihua public security correctional affairs.
