ZHOU Changyou, Han ethnicity, a member of the Communist Party of China, serves as a deputy to the 14th National People’s Congress (NPC). He holds positions as both Party Branch Secretary and Director of the Maiziyuan Villagers’ Committee, Niujiaoba Town, Lengshuitan District, Yongzhou City, Hunan Province. Enrolled in 2016, he was a graduate of Law from Hunan Open University under the 'Rural University Student Training Programme'. ZHOU was honoured as “National Outstanding Migrant Worker” in 2020. Under his leadership, the Maiziyuan Village Party Branch received the “National Outstanding Collective in Poverty Alleviation” award in February 2020.

Maiziyuan Village was once a provincial-level poverty-stricken village. After ZHOU Changyou took on the roles of Party Branch Secretary and Village Director in 2015, he secured social funds to improve rural infrastructure, facilitated the transfer of idle land within the village, and spearheaded the establishment of an agricultural company. Through these efforts, he successfully led Maiziyuan Village out of poverty.

From weak infrastructure to full coverage of water, electricity, roads and communications; from severe land abandonment and villagers' employment difficulties to flourishing orchards and thriving industries, ZHOU Changyou has put the original aspiration of an NPC deputy into practice through his actions. He has lifted his hometown out of poverty, made it more beautiful, and enabled his fellow villagers to enjoy a better life.

As an NPC deputy, ZHOU Changyou has consistently put into action the principle that “elected by the people, I serve the people”. The suggestions he has put forward during his tenure all reflect a deep concern for people's livelihoods. He listens to and voices public concerns, working to resolve the difficulties faced by the people.

ZHOU Changyou stated that this year he will continue to act as a “spokesperson” for his fellow villagers. He will speak out for and address urgent issues of public concern, such as fostering new forms of community-based and home-based elderly care, promoting high-quality population development, and strengthening public employment services. His aim is to “bring more voices from the grassroots to the National Two Sessions”.
