ZHOU Chong, Han ethnicity, a deputy to the 14th National People’s Congress (NPC), is an outstanding junior college graduate of the 2015 fall cohort, majoring in Mechanical Manufacturing at Guangzhou Open University. Currently, he serves as the Deputy Manager of the Safety and Environmental Protection Department at Huangpu Stevedoring Branch Company and the Deputy Secretary of the company’s Youth League Committee. He is also the Vice Chairman of the 13th Guangzhou Youth Federation. ZHOU has been honoured with titles such as “Good Samaritan of China” and “Nominee for the National Moral Model Award”. He was received twice by the Chinese President in 2013 and 2018 respectively.

In 2012, ZHOU Chong came from Hubei to seek work opportunities in Guangzhou, where he risked his own safety by climbing to the third floor and rescuing a young girl by holding her up. Afterwards, he quietly and quickly withdrew from the public eye. As his identity was unknown at the time, the media affectionately called him “Mr Lifting”—a nickname that later spread far and wide across the country.

From being “Mr Lifting” to being named one of the “Top Ten People Who Moved Guangdong”, to being awarded the title of Guangdong Province Model Worker, and finally being elected as a deputy to the NPC, ZHOU Chong said, "Throughout this journey, my greatest change has been in my way of thinking. I have been continuously learning, improving, broadening my horizons, and exploring new fields."

“Becoming a deputy to the NPC means that the responsibility on my shoulders has become even greater. Previously, I only viewed issues from the company level, but now I give a voice to the people from Guangzhou, Guangdong Province, and the Greater Bay Area.” ZHOU said. As a workers' representative from the front line, this year ZHOU Chong draws on his research experience in multiple fields such as the biomedicine and robotics industries and has put forward specific suggestions on two major issues: the construction of port access roads and the standardised installation of electric vehicle charging piles.

This year marks the beginning of the 15th Five-Year Plan. As a representative from Guangdong, ZHOU Chong pays particular attention to the development of Nansha. He stated that Nansha is positioned as the geometric centre of the Greater Bay Area. Guangdong Province and Guangzhou City are vigorously promoting the development and construction of Nansha. He hopes that more policies and measures supporting Nansha's development will be introduced in the 15th Five-Year Plan, empowering the area through policy to promote coordinated development between Nansha and other parts of the Greater Bay Area. By doing so, Nansha's development potential could be further unleashed, the construction of the Greater Bay Area could be lifted to a new level.
