LIU Yonghao, a native of Chengdu, Sichuan Province, is a senior engineer and a graduate of the 1979 electronics programme at Sichuan Open University. He currently serves as a member of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC), President of New Hope Group, New Hope Investments, and Sichuan New Hope Agriculture, Chairman of Shandong Liuhe Group, a Supervisor with Minsheng Life Insurance.

As a representative of the first generation of private entrepreneurs since China's reform and opening up, LIU has submitted over 200 proposals during his more than 30 years of service at the National Two Sessions. His proposals focus on issues related to agriculture, rural areas, and farmers; poverty alleviation and rural revitalisation; and the healthy growth of private enterprises.
Starting from the breeding industry in 1982, LIU has developed New Hope Group into an enterprise with the world's largest feed production capacity and China's largest poultry processing capacity, making it one of China's largest comprehensive suppliers of meat, eggs, and dairy products. Over the years, LIU has participated in policy-making and discussion through writing CPPCC proposals and engaging in panel discussions. Many of his proposals have addressed the healthy development of private enterprises. He has repeatedly called on relevant departments to help private enterprises resolve issues related to fair and equitable development environments and equal access to production factors.
Beyond the development of private enterprises, LIU has paid particular attention to rural talent cultivation. He believes that talent is the key to comprehensive rural revitalisation. However, the current severe outflow of young people has left rural areas lacking new forces. To address this issue, LIU hopes the state will prioritise cultivating "new-type agricultural professionals," particularly young people, and mobilise various sectors to actively conduct retraining programmes for returning youth, making them the main force of "new-type agricultural professionals." Regarding the current situation where only a small number of agricultural college graduates go to rural areas or engage in agriculture-related fields, he suggests providing subsidies to young people starting businesses in rural areas to attract more young talent to agriculture.
This year, LIU's proposals focus primarily on four aspects: distributing consumption voucher, promoting the integration of artificial intelligence with agricultural development, consolidating the rural talent foundation, and supporting agricultural enterprises to "go global."
