DONG Caiyun, Bao'an ethnicity, is a deputy to both the 13th and 14th National People's Congress (NPC). Currently, she serves as Deputy Director of the Teacher Training Centre in Linxia Hui Autonomous Prefecture, Gansu Province, as well as Vice President of Linxia Open University. In 2019, she was awarded the title of "National Role Model Teacher" by the Ministry of Human Resources and Social Security and the Ministry of Education. In 2022, she was honoured as a "2021 National March 8th Red-Banner Pacesetter".

Driven by profound compassion for the people and a strong sense of responsibility, DONG Caiyun has carried the aspirations of the people. She actively offers suggestions and ideas for the development of her hometown, putting into practice the solemn commitment: “Elected by the people, serve the people.”

As an educator, how to promote the development of education in the western region has always been a focus of DONG Caiyun's attention. To understand the current state of educational resources, she visited rural schools to carefully inspect classroom facilities and teaching staff allocations. She engaged in in-depth conversations with teachers and attentively listened to their needs and thoughts, striving to accurately grasp the urgent educational problems that need solving in Linxia Hui Autonomous Prefecture.

At last year's Two Sessions, based on extensive research, DONG Caiyun put forward several proposals covering education, transportation, culture, and tourism. Her suggerstions included accelerating the high-quality development of higher education in the central and western regions, adjusting the implementation standards for hardship and remote area allowances in Linxia Hui Autonomous Prefecture, and requesting project approval for the Qijiaping National Archaeological Site Park.

“One should not express an opinion until he has investigated the matter”, DONG has been keeping this saying in her mind. The year 2026 marks the beginning of the 15th Five-Year Plan period. Among DONG Caiyun's new proposals is one concerning the construction of a local water supply guarantee and ecological protection water source replacement project. To secure early project approval for this initiative benefiting people's livelihoods, she has travelled back and forth between Linxia and Lanzhou many times, coordinating with the Gansu Provincial Cultural Heritage Bureau to issue a site selection opinion letter and pushing for the feasibility study report to pass technical review.

“Deputyship means responsibility, not honour. When the people elect me as their deputy, they entrust their hopes to me,” DONG Caiyun said. She stated that she will diligently fulfil her duties and actively contribute to the high-quality development of ethnic regions.
