Zhao Ping, ethnic Han, was born in Mianyang, Sichuan Province. Zhao has a long list of titles and accomplishments, he is a committed member of the Communist Party of China, a deputy to the 13th and 14th National People's Congress (NPC), a senior technician at the Components Plant of Shaanxi Plane Industry Company, a vice chairman of the Hanzhong Federation of Trade Unions, and an outstanding graduate of Shaanxi RTVU.

From February 2014 to November 2020, he was appointed as a technical expert in the aviation industry and was awarded the title of "National Technical Expert". In 2015, he was awarded the title of "National Model Worker" and in 2017 he received special allowances from the State Council.

As a deputy to the NPC, Zhao has visited enterprises and vocational colleges focused on skills training for five consecutive years. He has also had wide-ranging communications with employees from local state-owned enterprises (SOEs) as well as small and micro-enterprises. His suggestions mostly relate to "technical workers," and he has continued to voice his thoughts on the training of personnel, the construction of a new apprenticeship system and the promotion of craftsmanship.

"During my research, I found that for newly established majors, some colleges and institutions are still in the initial stage in terms of their assessment system and teaching practice,” said Zhao. “They need to establish links with relevant departments and enterprises in order to keep up with the timely and dynamic adjustment of vocational education majors.” Entering a new era of high-quality development has become a buzzword for economic and social development in China. According to Zhao, a large pool of high-quality workers is needed now more than ever. In response, he has successively introduced suggestions to accelerate the construction of a new apprenticeship system for enterprises, train technical personnel, promote the spirit of craftsmanship and ensure the state plays a key role in cultivating highly skilled personnel. He also called for accelerating cooperation between schools and enterprises and establishing a vocational training system that integrates industry and education.

Zhao has focused on the development of the country in a manner that meets the expectations of the public. In his eyes, grassroots representatives have a responsibility to speak for the people from a big-picture perspective and advocate solutions in a problem-oriented manner.
