To thoroughly implement the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and the important instructions of General Secretary Xi Jinping on vocational education, and to fully execute the CPC Central Committee and the State Council's significant deployments on vocational education, the Open University China (OUC), as the leading entity of the national-level vocational education "dual-qualified" teacher training base for nursing, has led the development of the "Dual-Qualified Teacher Training Curriculum System for Nursing Vocational Education" (hereinafter referred to as the "Training Curriculum System").
This initiative is in line with the Ministry of Education's "Management Measures for National Vocational Education Teacher and Principal Training Base (Trial)" and other relevant documents. The OUC's Department of External Education and Training and College of Training have jointly selected base-affiliated institutional members, nursing departments of Grade-A tertiary hospitals, and teachers from vocational education development and nursing education fields to form a project development team.
Seminar in Progress
On 21 October 2024, the expert seminar on the development of the "Dual-Qualified Teacher Training Curriculum System for Nursing Vocational Education" was held at the OUC'. The seminar, conducted both online and offline, aimed to summarise the preliminary results of the "Training Curriculum System" and further refine it under the guidance of relevant experts. The meeting was chaired by Wang Qifu, dean of the OUC’s College of Training.
The research work on the "Training Curriculum System" has spanned one year and initially constructed a system comprising 10 competency dimensions and 61 topics. This system aims to reflect the national policy requirements for the development of a "dual-qualified" teacher team in the new era of vocational education, the basic standards for "dual-qualified" teachers, and the training needs of nursing teachers. It seeks to provide a reference for training at the nursing "dual-qualified" teacher training base, further meet the training needs of nursing "dual-qualified" teachers, improve the relevance and coverage of training content, and enhance the overall quality and capability of nursing "dual-qualified" teachers.
The seminar was attended by experts including Shang Shaomei, dean of the School of Nursing at Peking University and director of the Nursing Teaching Steering Committee of the Ministry of Education; Li Baohua, director of the Nursing Department and chief nurse of Peking University Third Hospital; Fo Zhaohui, researcher at the National Academy of Education Administration; Nan Guiying, director of the Cangzhou Medical College; Zhu Lin, dean at Anhui Medical College; Shi Yongbo, dean of the School of Nursing at Shaanxi Open University (Shaanxi Business Vocational College); and Lei Ming, deputy director of the School of Health and Nursing at Yunnan Open University (Yunnan National Defense Industry Vocational and Technical College).
Wang Qifu stated that since October 2023, under the overall planning of the OUC’s Department of External Education and Training, the College of Training has organised the development of the "Dual-Qualified Teacher Training Curriculum System for Nursing Vocational Education." This work is a key task for the construction of the base and is of great significance for strengthening the standardized construction of the base projects, guiding the development of base projects, and building course resources.
Wang Yaya, a teacher from the School of Agroforestry and Medicine (Rural Revitalisation College) at the OUC, reported on the key aspects, research methods, system architecture, main achievements, and features of the development work.
The participating experts had in-depth discussions and unanimously agreed that constructing the "Training Curriculum System" is challenging. The OUC, as the leading unit of the base, has demonstrated its responsibility and commitment by organising the development of the "Training Curriculum System." The experts hope that the development team can further optimize the course module settings, guided by typical work tasks, to provide guidance for the training of "dual-qualified" teachers in nursing.
