On April 25th, the first working meeting of the Quality Assurance Committee of the Open University of China (OUC) was held through the president desktop system. The President of the OUC and the Director of the Quality Assurance Committee, Yang Zhijian, attended the meeting and addressed the participants. Members of the committee from the 44 branches and the university’s leaders attended the meeting.
The meeting was hosted by the Vice President of the OUC and Vice Director of the Quality Assurance Committee Li Linshu.
The meeting reviewed the preparation plans of four sub-committees, including: Teaching Standards, The Conditions Guarantee, Teaching Supervision, and Evaluation and Appraisal. It passed the proposal of appointing the presidents and Party secretaries of eight branches to be members of the Quality Assurance Committee and reported on the working progress of the secretariat of the Quality Assurance Committee.
The committee members had a lively discussion on the Quality Assurance Committee’s next project, key points and methods, and the quality standards followed by the OUC.
Yang Zhijian delivered the concluding remarks at the meeting. He pointed out that setting quality standards that fit the objective of learner formation is the foundation of quality assurance of the OUC. To set the quality standards, firstly it is necessary to understand the students’ characteristics, secondly the quality standards of other open universities in the world and the quality standards in traditional higher education in our country. Based on these foundations, the quality standards of the OUC could be set. At present, the work is in progress and the quality standards framework will be put forward in the first half of 2014.
About quality assurance, Yang Zhijian pointed out that quality assurance is fundamental in progress. In order to guarantee progress through quality assurance, the headquarters will put great emphasis on three tasks, carry them forward, and strive to make breakthroughs. The three tasks are: 1) teaching team construction based on the network; 2) support services for online learning; 3) examination pattern reform.
