To implement the Key Points for Enhancing Digital Literacy 2022, the Credit Bank of the Open University of China (OUC) held an academic seminar on construction of a related framework on 28 June 2022. It was held via two-way video link, and presided over by Wang Lina, deputy director of the Credit Bank, with all its members attending.

Professor Wang Wenli of Jiangnan University, associate professor Zheng Yunxiang of South China Normal University, associate professor Lan Guoshuai of Henan University, and Dr. Lyu Jianqiang of Ningbo Polytechnic attended.

In the meeting the framework was discussed in terms of national policy, the lifelong-education platform, and qualifications.

Professor Wang led an in-depth discussion of digital literacy, the second phase of the EU Digital-education Action Plan, and China’s strategy for use of digital technology. Associate professor Zheng summarised the research on digital citizenship literacy, and expressed his thoughts on framework construction, while associate professor Lan shared his vision for the development of the digital literacy of educators in terms of development context, core content, model for development of the EU framework, and the significance of the framework for China. Finally, professor Lyu discussed the formulation of the framework and its development, main contents, and major characteristics.

During the meeting, the concept of digital literacy, core elements of the framework, and planning for its construction were discussed.
