The year 2020 is a crucial time in securing a decisive victory in achieving the first Centenary Goal of building a moderately prosperous society. It is a significant year in the journey towards making China into a great modern socialist country. It is also the final year of the OUC Construction Plan, the OUC Comprehensive Reform Plan, and the OUC 13th Five-Year Plan for Reform and Construction, and the first year of implementing the guiding principles of the First Party Congress of the Open University of China.
The overall requirements for the OUC’s work in 2020 are to hold high the banner of socialism with Chinese characteristics, follow the guidance of Xi Jinping’s Thoughts on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the Party's 19th National Congress and the Fourth Plenary Session of its 19th Central Committee, earnestly put into effect General Secretary Xi Jinping’s important addresses on education and vice premier Sun Chunlan’s instructions and requirements made during her survey of the OUC, act on the overall deployment of the Ministry of Education for educational work in 2020, put into effect the guiding principles of the First Party Congress of the Open University of China, further strengthen the Party’s overall leadership of all the university’s work, follow the orientations of the targets and problems, coordinate both epidemic prevention and control and the OUC’s business development, give play to the advantages and potential of online education, highlight the construction of an education system that serves lifelong learning for all, focus on the implementation of the “1233” project, to stick to established superiorities and innovations, and overcome difficulties in order to initiate a new chapter for the reform and construction of the OUC in the new era, and lay a solid foundation for the OUC to be built into a world-class open university.
I. Resolve to win the battle of epidemic prevention and control
All of the OUC’s staff, teachers, students, and more have resolved to win the battle of epidemic prevention and control and are taking comprehensive measures.
II. Ensure and improve the Party’s overall leadership of the university’s work
Our key tasks include enhancing the Party’s new theories; exercising the responsibilities of the OUC Party Committee in order to exercise strict governance over the Party; strengthening the Party Committee’s overall leadership over the university’s work; fostering a political atmosphere of integrity within the Party; strengthening the Party’s leadership over communication and ideology; building a team of quality officials with a strong sense of Party consciousness; and building teams of highly competent professional teachers.
III. Comprehensively improve education and teaching quality
We should strengthen the ideological and political education of students; advance the adjustment of the structure of majors and the construction of majors; improve teaching management and quality guarantee mechanisms; standardise admission and examination management; promote the construction and application of quality courses and learning resources; support the university’s reform and development with high-level research; give reports on obtaining the right to confer master’s degrees; and vigorously develop internet plus secondary vocational education.
IV. Improve the construction and application level of education information technology
We should carry out the construction of smart campuses based on the concept of “one route, one network, and one platform” and speed up the improvement of the application level of information technology.
V. Speed up the advancement of credit bank infrastructure projects and put them into operation
We should speed up national credit bank infrastructure projects for vocational education and make steady progress in the application and popularisation of the OUC credit bank.
VI. Promote the development of social training
We should create the OUC’s own brand of social training and explore new paths for community education.
VII. Boost the upgrading of the university for older adults
We should accelerate the construction of a new type of university for older adults that serves China’s ageing society and make further progress in the “health care and preservation, learning and travel” integrated development model.
VIII. Optimise and improve international cooperation
We should continue to expand the exploration of a new path for international cooperation between open universities and offer impetus for the spread of international Chinese language education.
IX. Strengthen the modernisation of a governance system oriented towards the nation
We should coordinate the design and advancement of the reform and development of the OUC; improve the institutional system of a new type of university; strengthen system construction and reform; strengthen the management and service of industrial and corporate colleges and special schools; promote the reorientation of the development of experimental schools; and optimise the poverty alleviation assistance mechanism used by community-level schools.
X. Strengthen the innovation of internal management mechanisms
We should reform the personnel system; innovate financial management systems and mechanisms; improve scientific research management systems and mechanisms; improve the allocation and efficient use of state-owned assets; and improve the guarantee level of logistics management and services.
