On 14 November 2019, a work meeting for the Evaluation and Assessment Committee of the Open University of China (OUC) was held in Taiyuan, Shanxi Province.

Lin Yu, vice president of the OUC, members of the Evaluation and Assessment Committee, and a number of invited experts attended the meeting, which was presided over by Zhang Yaobin, secretary of the Party Committee of Shanxi Radio and TV University, and Luo Ji, vice president of Yunnan Open University. At the meeting, the OUC 2018 Annual Quality Report was reviewed and approved, and the pilot work plan and indicators for the evaluation of school running in OUC branches were reviewed and modified.

Lin Yu stressed that we should earnestly understand the spirit of the 4th Plenary Session of the 19th CPC Central Committee, in particular, the requirement to "improve the overall and coordinated development mechanism of vocational and technical education, higher education, and continuing education", strengthen governance, and improve quality. Under the premise of ensuring quality, Lin Yu proposed that the approval requirements should be comprehensive, authentic, reflect changes, and publicise the achievements of the school running system. In terms of the modification of the quota for school running pilot programmes in OUC branches, Lin Yu proposed that the OUC should ensure the granularity of the indexes at the second level on the basis of refining the indices at first level. Lin Yu said that the organisational structure of the OUC’s quality assurance system is sound, and he hopes that the committee will further enrich its practical work to ensure the operational quality and correct development direction of the system.


Zhang Yaobin introduced the preparation of the 2018 annual quality report and clarified the tasks and reform requirements. The participating experts and members of the committee were divided into four groups, held in-depth discussions over the quality report, and put forward detailed, specific opinions for modification. The members and experts at the meeting collectively reviewed and approved the revised OUC 2018 Annual Quality Report, agreed on the relevant points for writing the 2019 annual quality report, and submitted their opinions on the modification of the pilot work plan and indicators for evaluation of school running in OUC branches.
