On 1 June 2019, the International Summit on Talent Development in the Healthcare Industry, which had the theme "Healthy China, Industry-Teaching Integration" was successfully held at the China Beijing International Fair for Trade in Services (CIFTIS). It was sponsored by the Chinese Health Association (CHA), undertaken by the Talent Development Committee of the CHA, and co-sponsored by the Open University of China (OUC).

Deputy Party secretary of the OUC Liu Chen attended the summit. He participated in the preparation launch ceremony for the CHA Industry-Teaching Integration Session and delivered a report entitled The Credit Bank System and Talent Cultivation in the Healthcare Industry. Director of Academic Affairs Department Ye Zhihong, director of the MOE Vocational Education Steering Committee Office (Executive Committee Office) Wang Guochuan, and director of the News Centre Xu Mingjun, along other relevant heads, attended the summit. The summit was presided over by Wang Qifu, director of the School of Vocational Education and Training and deputy director of the Talent Development Committee of CHA.


The leaders and guests who attended the summit included honorary chairman of the CHA, General Cheng Gongming; chairman of the CHA, General Guo Yucheng; vice chairpersons of the CHA, Tian Ou and Zhou Hua; deputy director of the Central Institute for Vocational and Technical Education, Zhou Fenghua; CEO of the Sino-Canadian International Healthcare Research Association, Don Wildfong; and deputy director of the CQC Shanghai branch, Wu Wei.

Representatives from government departments, industries, universities, social organisations, and the media attended the summit to share the achievements of the "Talent Development for the Healthcare Industry" series, discussing the talent training and development plan for the healthcare industry, building a new platform for cooperation and development, and promoting the deep integration of industry and education in the comprehensive health field.

The deputy chairperson of the CHA, Tian Ou, delivered a welcome speech. She hopes that the participants will use CIFTIS as a platform and seize the opportunities presented by the summit to mobilise high-quality forces in the healthcare field, jointly promote the "industry-teaching integration" in the healthcare field, and lay a foundation for talented professionals by building a stable "talent development system for the healthcare industry", cultivating excellent talents for the industry, and fully implementing the "Healthy China " strategy.

In view of the Implementation Plan for National Vocational Education Reform, deputy director of the Central Institute for Vocational and Technical Education Zhou Fenghua delivered a speech entitled Career Concept Innovation and a Construction Blueprint for China's Future Road to Vocational Education Development.

In January 2019, the State Council issued the Implementation Plan for National Vocational Education Reform (hereinafter referred to as the Implementation Plan), in which it was clearly stated that it is necessary to launch 1+X certification system pilot work, deepen the reform of the training model for compound technicians, deepen industry-teaching integration, school-enterprise cooperation, and education-training matching, and also promote the in-depth engagement of enterprises in coordinated talent cultivation. The Implementation Plan is of great significance in guiding the training and cultivation of talents in the comprehensive healthcare field.

The construction of a talent development system for the healthcare industry, as advocated for by the CHA, firmly adheres to the national talent development policy, focusing on the needs of talent development in the healthcare industry. It also adheres to health management registration and evaluation from service agencies and educational institutions, and endeavours to be well planned, scientifically organised, and well managed in order to build parallel systems of vocational skills training and academic education. In addition, the system has realised an innovative model of talent training for the healthcare industry with dual-track integration, promoting the dual development of vocational skills certification and academic education in order to realise systematic management from pre-employment to post-employment. Deputy secretary-generals of the CHA and deputy directors of the Talent Development Committee of the CHA Li Ming and Liu Shizheng introduced the concept of a Chinese training model for healthcare talent cultivation and the health management registration plan/agency evaluation plan.

It is necessary to actively implement the Implementation Plan and promote the 1+X+Y+Z system with integrated academic and non-degree education based on the national vocational education using the 1+X system. In combination with its own functional orientation, the OUC has actively explored a pilot implementation plan for a 1+X certificate system based on the credit bank system. It has actively explored a talent training plan that organically integrates career skills training and degree education for practitioners in the healthcare industry. Deputy Party secretary of the OUC Liu Chen delivered a report entitled The Credit Bank System and Talent Training in the Healthcare Industry that explored three aspects: the construction of the OUC; the exploration of the credit bank during the course construction and its achievements; and the OUC and the reform of vocational education.

Liu Chen pointed out that in recent years, the OUC has achieved fruitful results in the exploration of the credit bank. Since the beginning of 2019, relevant leaders from the OUC have visited the central government, specifically reporting to vice Prime Minister Sun Chunlan and Secretary General Ding Xiangyang about the construction and development of the OUC's credit bank. The 1+X system for vocational education must also rely on the support of the credit bank system in order to be better implemented.

The OUC and the CHA have a close relationship. Since the founding of the CHA, the two sides have been jointly discussing how to achieve the training and cultivation of health management talents. They have spent two and a half years participating in the construction of a talent development system for the healthcare industry. They will seize the opportunity of this summit to mobilise high-quality forces in the healthcare field, jointly promote "industry-teaching integration" in the healthcare field, promote the implementation and improvement of a talent development system for the healthcare industry, and lay a foundation for fully implementing the "Healthy China" strategy.
