On the occasion of the 40th anniversary of the Open University of China (OUC, formerly known as China Central Radio & TV University), the OUC had a meeting on enrolment in 2019 in Dalian, Liaoning province, from 5-7 June.

The meeting summarised enrolment work in spring 2019, deployed enrolment work for autumn 2019, and discussed issues such as how to strengthen enrolment management, how to optimise the management of study centres, and how to improve the enrolment system.


Nearly 150 people, including Yang Zhijian, president of the OUC and secretary of the Party Committee; Wang Liying, deputy secretary-general of Dalian Municipal People's Government; Ju Zhenwei, deputy director of the Education Bureau of Dalian; Yu Guoxi, secretary of the Party Committee of the OUC Dalian branch and its vice president; Liu Xiping; and school-level leaders in charge of admissions and persons responsible for admission departments from the 45 OUC branches, heads of the Experimental School, four specialised schools, and 11 industry colleges attended the meeting.

Secretary Yang Zhijian pointed out that the enrolment work meeting coincides with the 40th anniversary of the university, which is of great significance. Over the past 40 years, the OUC has grown from small to large, from weak to strong, and from infancy to maturity, constantly moving towards a better future. The development of enrolment has kept pace with that of the OUC itself. In recent years, admission has improved and the scale of enrolment has increased steadily, with the number of on-campus students reaching 4.05 million. There are still severe challenges ahead. He emphasised that the fundamental problems facing enrolment are quality, reputation, brand, and the satisfaction of students and other members of society. In the future, we must continue to deepen the reform of education and teaching, successfully implement the teaching process, speed up the construction of the online teaching team, and effectively guarantee the quality of teaching. In view of the enrolment work ahead, he hopes that each branch and college will manage the relationship between scale and quality, strive to improve social reputation and brand influence, and ensure the standardised operation of enrolment work.


During the meeting, on-site commendations and medals were granted to 92 advanced enrolment groups, 92 advanced educational administration groups, and 102 demonstrative examination sites that have taken part in activities for "Evaluating Advanced Methods and Promoting Reform" of teaching management of the OUC.


Ye Zhihong, director of the OUC Academic Affairs Department and director of the OUC Admissions Office, and Chen Kun, deputy director of the Admissions Office, analysed the state of enrolment in spring 2019 and the issues that need to be dealt with, and arranged enrolment work for autumn 2019. The heads of admissions of six newly added majors introduced the situation in their majors. The School for the Disabled shared the development of the School and the construction of the majors in recent years. During the discussion session, the delegates shared their experiences and suggested that the headquarters should establish standards for study centres as soon as possible in response to social development and changes, so as to make sure that management activities are tightly connected with reality and operations are executed on the basis of regulations. Enrolment-related publicity should keep up pace with the times and adopt new media means to cater to the characteristics of young people.

In his concluding remarks, Ye Zhihong emphasised that all branches and schools have made great achievements in enrolment and have reached a consensus on strict enrolment management, ensuring teaching quality and the construction of study centres. We should make use of this favourable opportunity to celebrate the 40th anniversary of the university, strengthen enrolment publicity focusing on target groups, take the opportunity of the micro-video contest and sharing of advanced cases for the purpose of enrolment publicity, and find new ideas, new methods, and new channels for enrolment publicity, so as to adapt to the needs of the new era. At the same time, the OUC should earnestly implement the three requirements put forward by secretary Yang Zhijian for enrolment work, pay close attention to the quality of teaching and enrolment, as well as the construction of study centres, promote teaching reform, and constantly improve the quality of school running.
