7. Innovate the non-degree education model
Objectives: To create a highly efficient non-degree education system.
Measures: To participate in the pilot implementation of the national 1+X (degree education certificate + certificates of vocational skills grades) certification system; to expand stable business cooperation with national industrial ministries and commissions, and training institutions by focusing on the development of certificate education programmes for industrial systems to shape a new business operation model for non-degree education. The headquarters will investigate the establishment of a non-degree education system coordinated by functional departments, promoted by participating teaching departments, and implemented jointly by branches and their partners in the operation of an enterprise.
In accordance with the OUC Interim Management Measures on Non-Degree Education, detailed rules will be formulated for the implementation of incentive mechanisms and the certificate management of non-degree education, and to promote the standardised management and effective implementation of non-degree education projects. The construction, operation, and maintenance mechanism for non-degree education information technology will be improved in order to launch the system construction of the non-degree education portal, project management, certificate management, learning file management, and learning platform. Brand projects will be improved, including the national continuing education base for professionals, the national teachers’ network, and “Brilliant Life: A Lifelong Learning Plan for Women.” Preparations will be made to establish vocational skills assessment centres and social examination centres.
8. Innovate the community education model
Objectives: To improve the effectiveness of community education.
Measures: To make preparations for the establishment of the OUC School of Community Education based on the Research and Training Centre for Community Education of the Ministry of Education; to found an expert steering committee for community education and to explore a work mechanism that coordinates the strengths of both inside and outside the system for the mutual implementation of community education with the support of the Ministry of Education and local governments; to positively explore the agglomeration and promotion of quality community resources, to extend community education projects to different groups, and to improve the platform of community education; to bring the role of the China Community Education Network into play, to push community education to a new level with improved quality, and to give information support for the implementation of the OUC’s relevant businesses.
9. Improve the Open University for Older Adults
Objectives: To accelerate the advancement of education for older adults and to improve the operation capacity.
Measures: To put into effect the guiding principles of the State Council's Development Plan for Elderly Education (2016-2020) and to make a development strategy for the education of older adults in the OUC; to prepare for the establishment of the National Open University for Older Adults; to speed up the project approval of the national demonstration centre for health care and arts education experience for the elderly; to improve the operation system of the open university for older adults and to add several characteristic schools for seniors; to organise teaching teams for elderly education; to improve the construction of elderly degree majors and to launch pilot enrolment of the calligraphy and free-hand bird and flower painting majors; to successfully hold non-degree trainings for practitioners in the elderly service and to expand the related training projects.
V. Promote the application of achievements in the construction of the credit bank
10. Further advance the full implementation of the OUC credit bank
Objectives: To create case studies of credit bank construction and to explore and formulate the credit bank application model to serve the pilot 1 + X certificate system.
Measures: To integrate X certificates from relevant fields in the prioritised implementation of the pilot 1 + X certificate system with the certificates of relevant OUC specialties based on the theoretical research and practical exploration of credit bank system construction in line with the reality of the OUC; to organise experts to confirm about 30 different kinds of vocational skill grade certificates, national vocational qualification certificates, and industrial and OUC certificates according to certain procedures and requirements; to establish transfer rules for relevant majors; and to make innovations related to the OUC credit bank construction model and its operation cases.
The OUC will promote the construction of a mutual recognition alliance for learning results and achieve resource sharing and credit transfer among its members. We will continue to promote the construction of standardised entities in the certification service system for learning achievements. We will promote the second phase of the development of the credit bank information platform, achieve the verification of personal identity information, the verification of the authenticity of degree and non-degree certificates, and the connection model for online and offline learning of the credit bank online platform, and support all social members in the affirmation, accumulation, and conversion of their learning achievements.
In order to put in place the Implementation Plan for National Vocational Education Reform, relevant tasks that will help “to realise the accumulation and transfer of learning outcomes” have been proposed in order to actively advance the construction of the credit bank and an information platform serving the pilot 1 + X certificate system to offer system design, tooled approaches, analysis of information and big data, and other support to achieve the accumulation and transfer of learning results. The OUC will continue to summarise the accumulation and transfer of learning outcomes for continuing education.
VI. Lead education modernisation with education information technology
11. Create a smart OUC campus environment
Objectives: To complete the construction of leading national and international smart campuses.
Measures: To participate in the implementation of the Action Plan for Education Information Technology 2.0; to establish a leading group for the OUC’s online security and information technology; to introduce new social forces; to intensify the construction of university information technology.
The structure and function of the cloud platform will also be optimised. The integrated application of all sub-systems will be intensified in order to ensure one-stop management and services, and to continue to improve their leading and support of the “Six-Network Integration” learner development model. The office automation system will be further improved to enhance mobile teaching and teaching management, as well as mobile office work. The OUC Online App will be optimised and fully popularised. The OUC university card will be launched in collaboration with China Unicom to eliminate data flow charges for all teachers and students registered to use the OUC Online App. Graded protection evaluation and rectification of the information system will be conducted in order to establish a university network security advisor mechanism. Trainings will be given and discussions will be made on the OUC educational system and IT governance capacity building based on web security will be explored.
Collaboration between the headquarters and branches will be strengthened. The third phase of cloud classroom construction will be completed and existing cloud classrooms will undergo technological upgrading. The operation of existing cloud classrooms will be investigated and put to use to formulate operation and management systems for cloud classrooms and to improve the construction effect of the cloud classrooms.
Rules and regulations will be implemented for the Ministry of Education’s Engineering Research Centre for Technology Integration and the Application of E-Learning in order to give full play to its role in supporting and promoting the work of education, teaching and management. High level teams from universities, research institutions, and renowned high-tech enterprises will be absorbed into the construction of the engineering centre.
The upgrading and renovating of the infrastructure of the OUC Weigongcun building will be completed in order to build a modern intelligent building that further integrates education and technology. The relevant regulation system will be formulated and improved to upgrade the application effect of the building. The dominant role of the Experimental School will be brought into play in the daily management and operation of the Weigongcun building. The construction of the distance video conferencing system in Fuxingmen Campus will be strengthened to facilitate the staff’s distance attendance of relevant meetings at the Wukesong Campus.
12. Energetically promote the construction and sharing of learning resources
Objectives: To optimise the construction mechanism of learning resources and to speed up the construction of high-quality learning resources.
Measures: To improve the standards, regulations, and procedures of curriculum learning resources construction, to explore a high quality course construction mechanism, and to improve the quality and efficiency of course construction; to carry out a baseline investigation of the basic allocation and application results of curriculum learning resources, and to engage in targeted reform of the construction of course learning resources for all majors; to accelerate the exploration of new construction models and methods for curriculum learning resources, including the rapid development of online course modules, the development model of vocational competence courses in coordination with industries and enterprises, and the construction model of web-based experiment and practice courses; to optimise the management and reuse of various kinds of e-learning resources through the media resource bank system.
The development framework of the OUC digital library will be studied and shaped to build an index of literature data and a new website for the digital library. The digital library will be integrated with the OUC’s business systems such as the OUC learning network, in order to bring the capacity of the digital library in terms of resource integration into full play and to improve the access rate and application effect of learning resources. The literature insurance system for the digital library will be optimised to improve the discipline service capacity of the digital library. How the digital library model can serve society will be continuously explored. The service of the physical library will be improved.
The construction and operation of massive open online courses will be accelerated. New mechanisms will be adopted to speed up the construction and operation of five-minute courses and general knowledge courses and to make new breakthroughs in quantity, quality, and operation. The construction of the E-Learning Resource Centre will be enhanced to improve the intensity and efficiency of resource construction and sharing. The OUC quality e-learning resources will be popularised for application in the OUC education system, vocational schools, industries and enterprises. Quality e-learning resources will be offered to the Long March Belt areas for poverty alleviation, the “Three Regions and Three Prefectures”, Xinjiang, Tibet, and other targeted areas inhabited by minority ethnic groups.
