On 7th Aug. 2018, Tongliao signed a cooperation agreement with the OUC and the Inner Mongolia RTVU on a capability-enhancement plan for one thousand cadres in Gacha Village, Sumu Town. Party secretary and OUC president Yang Zhijian; CPC central-committee member for the Inner Mongolia Autonomous Region and Tongliao municipal secretary Li Jiexiang; deputy Party secretary and president of the Inner Mongolia RTVU Chen Zhiping; and Tongliao municipal leaders Aori Gele, Qi Yanwei, and Wang Qiong attended the ceremony.
According to the agreement, the plan is to be carried out through the Tongliao Vocational College. From 2018 to 2020, the OUC and the Inner Mongolia RTVU will offer financial assistance to 1,000 cadres from Gacha Village, Sumu Town to receive academic continuing education at the OUC, as well as 2,000 grassroots cadres and farmers to receive vocational-skills training. Tuition will be free for low-income people wishing to study.
At the signing ceremony, Yang Zhijian said that the OUC would participate fully in this collaboration, carrying out continuing education and vocational-skills training to enhance the abilities of cadres and farmers in terms of technology, business operations, and poverty reduction, among other areas. The plan is expected to provide strong talent support for the economic and social development of rural areas.
Li Jiexiang welcomed the delegation led by Yang Zhijian. He said that poverty alleviation in Tongliao has entered a critical stage, and that this agreement would make use of modern distance education to bring higher-education resources to rural areas to boost poverty alleviation, adhering to and implementing general secretary Xi Jinping's people-centric development thoughts and poverty alleviation. Everyone should take part in enhancing the role of education in poverty alleviation, and the agreement aims to create the leaders of this undertaking.
