During 15-16 September, 2017, a meeting in Beijing covered a pilot project on Learning Outcome Accumulation and Transfer in Higher Vocational Education, as well as included a working seminar on Credit Bank Construction of the Industrial Robotics Field in Machinery Industry.

The seminar’s goal was to implement requirements outlined in the Action Plan for the Innovation and Development of Higher Vocational Education for 2015 to 2018 by the Ministry of Education, and was convened to promote credit bank construction for the machinery industry, so as to serve personnel’s personalised and diversified learning needs.

Fang Zhikai, the deputy director of China Machinery Industry Education Development Centre(CMIEDC), Yan Xiaoping, the executive deputy director of Credit Bank of the Open University of China(OUC), Gao Jie, the director of Credit Bank Standard R&D Department, Li Zhixiang, School of Mechanical Engineering and Automation dean in the Faculty of Science and Engineering, Chen Xiaoyan, deputy dean of the School of Electrical Engineering at the Changzhou Vocational Institute of Mechatornic Technology, professor Fu Hongsheng, a CMIEDC expert, and Niu Xiaotie, head of the Beijing Institute of Electrical Safety, and also professor at the Beijing Polytechnic College, Deng Sanpeng, head and professor of the Institute of Robotics and Intelligent Equipment of Tianjin University of Technology and Education, Dr. Yu Xinyi, vice president of Jiangsu Huibo Robot Technology Co. Ltd., and numerous CMIEDC and OUC Credit Bank personnel participated in the seminar, which was presided over by Wang Zhiqiang, section chief of CMIEDC.

Fang Zhikai began by expressing his gratitude to all the many experts, and said that CMIEDC is, in accordance with pilot work on the learning outcomes accumulation and transfer within higher vocational education, and by following a path of "frameworks and standards" for OUC’s Credit Bank, work on certification within the field of industrial robotics should be based on the machinery industry, follow the Credit Bank’s instructions, and reflect the principles of applied talent training. Yan Xiaoping presented a road map for the construction of a lifelong learning bridge with regards to the current policy environment and values orientation, model selection and system design, and the necessity of the development of certifications, and shared innovative practices utilised in the construction of the OUC Credit Bank. Li Zhixiang briefed experts on teaching, as well as development and the reform of the OUC’s electromechanical discipline, the requirements for opening new majors, and the construction of the field of robotics. Gao Jie detailed the certification formulation process, methods, matters needing attention, and so on, and supported the talk with case studies.

The seminar strongly supports the experimental work of learning outcome accumulation and transfer within higher vocational education. The joint OUC and machinery industry pilot project is an example of using the Credit Bank as a medium for cultivating of talents in specialised industries (e.g., industrial robotics). Participants expected the meeting will play an important role in personnel training within the field of industrial robotics.
