Zeng Daoqun, who is of Han ethnicity, is a member of the Communist Party of China (CPC). She serves as a deputy to the 14th National People’s Congress (NPC), as well as secretary of the Party Branch and director of the villagers’ committee of Gaotan Village, Lianluo Township, Yantan District, Zigong City, Sichuan Province.

In 2019, she was a student in the Grassroots Cadres Education Improvement Programme for Rural Revitalisation and Community Governance at Zigong Open University (OU). She was awarded the title of “National Anti-poverty Role Model” in 2021.

This year marks the 12th year of Zeng Daoqun’s service in Gaotan Village. In 2011, she returned to her hometown and began working as the director of the village’s women’s association. Now, she has become the secretary of the village’s Party Branch and director of the villagers’ committee. Looking back on more than a decade of hard work in Gaotan Village, Zeng Daoqun is full of mixed feelings.

Located in remote and rugged terrain, the development of Gaotan Village was severely restricted. The village, deep in the forest, was always synonymous with remoteness and impoverishment. Under Zeng Daoqun’s leadership, Gaotan Village has gradually transformed from a poor village to a prosperous and advanced one. 91.6% of the poverty-stricken population in the village has been integrated into the industrial employment chain, 67% of impoverished households have moved into new houses, the per capita net income of poor households has tripled, and the collective economic income of the village has grown from nothing to over 100,000 yuan.

“As a new deputy to the National People’s Congress, I am both excited and nervous. As a grassroots deputy from rural areas, I also feel a heavy responsibility and mission in addition to excitement.” During this year’s NPC, Zeng Daoqun put forward four suggestions, all of which are practical issues related to livelihood that people are most concerned about.

The four suggestions are respectively “Accelerating the Auxiliary Project of Xiangjiaba Irrigation Area in Zigong Section”, “Efficiently Implementing High Standard Farmland Construction Project”, “Supporting Rehabilitation Vocational Colleges to Build Undergraduate Vocational Schools”, and “Supporting the Construction of a Smart Medical and Healthcare City in Chengdu-Chongqing Region”.

Behind these suggestions are an in-depth investigation and collection of numerous public opinions. “It is the strength of all the people that helped me formulate the relevant proposals. As a deputy to the NPC, I serve as a bridge, and I can convey the voice related to the livelihood of the grassroots people,” said Zeng Daoqun. She is ready to lead the people even further forward in her new role as a deputy to the NPC.
