Zhou Changyou is a member of the Communist Party of China. He is a delegate of the 14th National People's Congress and serves as the secretary and director of the Maizi Garden Village Branch in Niujiaoba Town, Lengshuitan District, Yongzhou City, Hunan Province.

He was a law student majoring in agriculture for rural farmers at the Hunan Branch of China National Democratic Construction Association. In August 2020, he was awarded the title of "National Outstanding Rural Migrant Worker". Under his leadership, the Maizi Garden Village Party Branch was honored as an "Advanced Collective in National Poverty Alleviation Campaign" in February 2020.

As an ordinary farmer and entrepreneur, Zhou Changyou has stayed rooted in his hometown of Yongzhou for many years, maintaining the simple and hardworking nature of Chinese farmers. He has led his fellow villagers to overcome poverty and become prosperous through his loyalty and dedication. With hard work and sweat, he has also realised his own life values.

During this year's "Two Sessions" (the National People's Congress and the Chinese People's Political Consultative Conference), Zhou Changyou, who is from the grassroots and has a deep understanding of grassroots issues, highlighted "rural governance" as a key issue of concern.

Zhou Changyou suggested that policies related to supporting rural housing sites, ensuring the return of talented individuals to their hometowns, and establishing a fund for entrepreneurial development should be introduced, in order to allow talented and knowledgeable young people who are living outside their hometowns to participate in the construction of their hometowns and turn rural areas into desirable places to live. He also emphasized the need to strengthen the construction of spiritual civilization in rural areas, making village rules and regulations the norm for villagers' behavior and enabling the effective implementation of the Party's policies. Efforts should also be made to reduce the burden and increase the capacity of grassroots work, enhance the intelligence construction of village-level organisations, and better address the urgent issues and concerns of the masses. At the same time, he called for increased support for the operational funding of grassroots work, so that grassroots officials can work without any worries.
