Zhao Dan holds a doctorate in Administration from Beijing Normal University for research into government decision-making and public governance.

She has published a number of papers, including Crisis of Online Public Opinion and ‘Six-Effect Resolutions’, Neighborhood Committees as Service and Work Stations, and Systems Analysis of Community Governance on the Yantian Model.
