Guo Hongyang has a master’s in Management (Administration) from Peking University, and is an associate professor. He teaches in the School of Arts and Law at CCRTVU.

He is responsible for the courses E-government and Contemporary World Economy and Politics. His published papers include A Tentative Study of Deng Xiaoping's Thought on Administrative Ethics and Deng Xiaoping's Development Theories. He has also participated in editing textbooks such as Fundamentals of Political Science and Studies of Socialism.
