Luo Haocai, a professor and doctoral supervisor, is a member of the China Public-interest Party (China Zhi Gong Party) and the Communist Party of China (CPC). He graduated from the Law Department of Peking University. 　　

Professor Luo has long been engaged in teaching and researching comparative constitutional and administrative law, focusing on the fundamental theory of modern administrative law. He was the first to propose the theory of the "balance of modern administrative law", which holds that administrative law should put limitations on both the subject and object of administration, encouraging conscientious administration and stimulating participation.

Positions

He is vice president of the China Law Society and chair of its Administrative-law Research Society; a member of the Discipline-evaluation (Law) Group of the Academic-degrees Committee of the State Council; a consultant to the Constitutional- and Administrative-law Research Centre of Peking University, and a part-time professor with the National Academy of Governance; and part-time dean and professor in the law schools of Tsinghua University, Renmin University of China, Beijing Foreign-studies University, and others.

Principal publications

His books include Constitutions of Capitalist Countries and their Political Systems (co-author), The Judicial Systems of Western Countries, Balance Theory of Modern Administrative Law, Administrative-law Review, and China's Judicial-review System. In addition, he has published about 40 papers.

Since 2007, he has been chief editor and lecturer for Administrative Law (VolumesⅠand Ⅱ), a compulsory Law course (for Administrative-law Enforcement) at CCRTVU.
