The Public Foreign Language Teaching Centre is responsible for the teaching and management of the public English course and other non-common language courses at the OUC, as well as the organisation of English examinations for bachelor degrees for non-English majors of the OUC. The courses offered include the open English language-related course series, the new workplace public English course series, and six non-common language courses, including Portuguese, French, German, Japanese, Korean, and Spanish.

The Public Foreign Language Teaching Centre is mainly responsible for the teaching and management of public English courses and other non-common language courses at the OUC, as well as the organisation of English examinations for bachelor degrees for non-English Majors of the OUC. The courses offered include the open English language related course series, the new workplace public English course series, and six non-common language courses, including Portuguese, French, German, Japanese, Korean, and Spanish.
Public English teaching reform was launched in the spring of 2017 by the Public Foreign Languages Teaching Centre. It offers workplace scenario-related public English courses for all majors involved in diploma education, including 16 courses in humanity, management, science and engineering, and business, which were first used nationwide in 2018. The Public Foreign Language Teaching Centre boasts a variety of course resources. In addition to conventional text-based teaching materials, formative examination books, final review guidance books, and recorded materials, it also offers online high-definition video explanation courses, multimedia digital teaching materials, and online core courses, designed to help students in their independent studies.
Based on the features of the disciplines and learners and with the aim of promoting the application of public English courses and further implementing the teaching process, since 2018, the Public Foreign Language Teaching Centre has carried out three rounds of multi-modal teaching reform for public English, with more than 100 teachers and 1,000 students from over 20 pilot units participating in the pilot project. The pilot project explores the practical applications of online, mobile, and mixed teaching models, and has been widely recognised by teachers and students.
